Northrop Grumman Technology Services is seeking a Project Management/ EVM Financial Analyst2/3 who will support several projects a large federal agency. These positions will be located in Woodlawn, MD.

The qualified applicant will become part of Northrop Grumman's Health Systems Management operating unit, which focuses on Healthcare IT solutions for our Federal, State, and Local government clients. The qualified candidate should also have strong analytical, problem solving, and communication skills with a keen attention to detail.

Description of Work:

We have an opening for a Financial Control Analyst (FCA) to support the SSA Front Office. This is a highly-focused area within SSA that seeks an experienced FCA to assist with all aspects of their financial deliverables. The successful candidate will be responsible for review of cash management reports, invoicing, revenue accruals, analytics, sub-ledger reviews and supporting other activities as required.

Some of the duties include but are not limited to the following:

  • Earned value analysis with a statistical approach to comparing project's present actuals against what was planned - performance management.

  • Budgeting, forecasting, financial planning and analysis, financial reporting, establishing & managing cost baselines (at task and project level).

  • Assist with development of the Annual Operating Plan (AOP), Long Range Plan (LRP), Contract Status Reviews (CSR) and other financial deliverables.

  • Participation in the control of costs and schedules on contracts requiring Earned Value Management (EVM) and a maintaining a baseline schedule (plan)

  • Complete Ad-hoc cost reporting and other performance analysis of contract data

  • Perform Pricing & Analysis - Reporting contract utilization, portfolio health reports showing costs and different slices of contract groupings

  • Become knowledgeable on the HIPAA policies and procedures for the program and ensure awareness of HIPAA breach process.

  • Understand your role in HIPAA compliance and be able to execute that role in an effective

Basic Qualifications:

Level 3:

  • Bachelor's degree and3 years of related experience, Master's degree and1 years of related experience. An additional 4 years of applied experience may be substituted for degree requirement.Minimum of3 years demonstrated understanding of Earned Value Calculation methods - Percent complete, Level of effort, weighted milestones, Milestone percent complete, and Apportioned effort (AE) Minimum of 3 years capturing, reporting, and analysis to Earned Value metrics - Budgeted Cost of Work Scheduled Experience with (BCWS), Actual Cost of Work Performed (ACWP), and Budgeted Cost of Work Performed (BCWP) Minimum of 3 years of experience using MS Excel Must be a US Citizen or Lawful Permanent Resident Must be able to obtain a Public Trust clearance

Level 4:

  • Bachelor's degree and6 years of related experience, Master's degree and5 years of related experience.
