Northrop Grumman is seeking a Project Manager (PM) Space Planning to join our team of qualified individuals. This position is located in Sunnyvale, California. Northrop Grumman Marine Systems specializes in the development, manufacturing, assembly and testing of missile launching and handling systems, and propulsion power generation systems for naval surface ships and submarines. The candidate selected will assume responsibility for managing the operational aspects of ongoing projects that encompass space planning and the utilization of office space with requirements of organizational efficiency, and available facilities allocating office space for all locations. Reviews status of projects and budgets; and, manages schedules and prepares status reports. Assess project issues and develops resolutions to meet productivity, quality, and client-satisfaction goals and objectives. Develops and recommends long-range plans to meet future office space needs while implementing mechanisms for monitoring project progress and for intervention and problem solving with project managers, line managers and clients.

The PM Space Planning is responsible for managing the day to day efforts related to, planning, design, construction and activation of projects under the direction of the Senior Manager of Projects and Space Planning. Ensures the completion of projects within budget, on schedule, and meets all program objectives and appropriate government regulatory compliance. Acts as a liaison between the client/users and all other project participants including consultants, contractors, vendors, and outside jurisdictional agencies.

Roles and Responsibilities of the PM Space Planner will encompass the following:

The PM Space Planning shall have the ability to provide a holistic view over site activities functions and requirements, and work to sustain a collaborative effort among other department heads office and work space area needs.

Have the ability to use Archibus software and be able to properly manage, allocate and visualize building efficiencies while optimizing CI, performance and future needs.

Plans, coordinates, and allocates office and work space for all site locations as needed.

Develops and recommends long-range plans to meet future office and work space needs

Formulates, recommends, and ensures compliance with approved standards, ADA compliances, and state and local municipality regulatory agencies, and policies relating to office space and furnishings.

Assesses, and documents project scope describing the objectives, physical requirements, parameters, and constraints of the project, including not only the user's functional needs but also and external jurisdictional criteria for health and safety, operation, maintenance, energy efficiency, quality standards, contextual issues, and aesthetics.

Manages communications on a regular and timely basis, ensuring that all project participants are informed of project status, problems, and required actions.

Manages the review and approval of RFQ's, Project Justification Statement (PJS), Purchase Request (PR), and Permit processes to ensure appropriate approvals of all design work from schematic studies through final construction documents and related field changes and changes in scope; as well as approval for conceptual and detailed projects budgets.

Have knowledge of California building codes, ADA Titles I thru III; and, local municipality regulatory compliances.

Knowledge of technical, professional and business in the fields of, architecture, and construction, and building design process.

Have the ability to work with architects, design teams, structural engineers and contractors.

Have the ability to draft utilization reports and maintain accurate, coherent, timely project records/files, and cost estimates with department procedures.

Ability to budget, make financial projections and write reports such as project justification reports and purchase request.




Basic Qualifications:

Bachelor's degree and a minimum of 3+ years' experience in Project Management or Facility Space Planning; or a MS Degree and 1 year experience; an additional 4 years of applicable work experience may be substituted for a Bachelor's degree.

Understanding of business development, team strategies, budgeting, cost controls and scheduling.

Knowledge of building codes, ADA, local, state and federal regulatory requirements related to areas of functional responsibility.

Experience with Microsoft Office Word, Excel, and Power Point.

Preferred Qualifications:

Demonstrated ability to understand detailed project financial performance; strong problem solving and analytical skills; ability to make recommendations and provide guidance to effectively bring projects to completion

Related experiences of estimating, cost control, scheduling, construction administration, quality control, specification writing, and space planning

Related experiences of CAD system, estimating, cost control, scheduling, construction administration, quality control, specification writing, and space planning

Ability to work well in a team environment and individually, and balance multiple projects simultaneously

Experienced in green build practices

Knowledge of Microsoft Office Project

Experience with SAP

Knowledge of Revit and BIM Modeling Software
