Primary job role - Proposal Estimator:
This is an industrial engineering position working as an estimator of direct and indirect factory labor. The successful candidate will estimate factory labor on requests for proposals submitted by our customers and support in-house estimate requests. You will be expected to analyze specifications, statements of work, bills of material, sample layouts, engineering drawings, labor reports, etc. , and calculate labor hours based on program history, analogous data, or similar projects for the proposal. You must be well organized and have excellent communication and writing skills to develop and present clear and concise Basis of Estimate (BOE) documents for proposal submission. You will be expected to collect, maintain, and prepare cost data from internal and external organizations, create cost models for cost estimating elements, prepare cost analysis, and present findings to management, contract personnel, proposal coordinators, customer representatives, and government price auditors. You will coordinate multiple proposal requests and provide support in fact-finding meetings. You will participate in cost and pricing reviews with management and customer representatives and support the contract negotiating team. Between active proposals, the candidate will support process improvements and perform other cost-saving initiatives as assigned.
Alternative assignment - Industrial Engineer: Analyzes and designs sequence of operations and workflow to improve efficiencies in plant and production facilities and equipment layouts; and establishes methods for maximum utilization of production facilities and personnel. May establish or assist in establishing accident prevention measures and may manage training programs for personnel concerning all phases of production operations. Conducts studies about cost control, cost reduction, inventory control, and production record systems. Based on these studies, develops and implements plans and programs for facility modifications and revisions to operating methods. May assist facilities engineers in the planning and design of facilities.
Basic Qualifications:
5 years with a bachelor's in science; 3 Years with a Master; 0 Years with a PhD
Background in cost estimating and manufacturing/industrial engineering.
Experience working with engineering, operations, pricing, contracts, and supply chain peers or similar
Experience designing, updating, and implementing new cost reports and/or models
Extensive MS Office Suite experience (Excel, Word, PowerPoint, etc.)
Candidate should be familiar with the manufacturing of turbines, gears, and other components utilized by the United States Navy in their submarines and surface ships.
Preferred Qualifications:
Sound reasoning and mathematical skills including an understanding of learning curve theories
Understanding of recurring and non-recurring manufacturing labor processes and statements of work
Understanding of labor and supporting labor relationships
Familiarity with ERP systems
Basic understanding of Risk Management, Continuous Improvement, and Labor Learning impacts
Concise communication, planning, and organizational skills
Strong interpersonal and emotional intelligence skills, a team player

Salary Range: $97,500 - $146,300
The above salary range represents a general guideline; however, Northrop Grumman considers a number of factors when determining base salary offers such as the scope and responsibilities of the position and the candidate's experience, education, skills and current market conditions.
Employees may be eligible for a discretionary bonus in addition to base pay. Annual bonuses are designed to reward individual contributions as well as allow employees to share in company results. Employees in Vice President or Director positions may be eligible for Long Term Incentives. In addition, Northrop Grumman provides a variety of benefits including health insurance coverage, life and disability insurance, savings plan, Company paid holidays and paid time off (PTO) for vacation and/or personal business.
