Northrop Grumman Supply Chain Subcontract Specialist 2 or 3 in Sierra Vista, Arizona

Northrop Grumman is seekingtwo highly motivated Supply Chain Subcontract Specialist level 2 or level 3 to act as trusted advisors and subject matter experts for subcontracting actions on a wide range of mid-to-complex contractual and business issues. These positions will be located in Sierra Vista, AZ.

The individuals will be responsible for executing compliant major Subcontract activities and providing leadership and contractual support and procurement documentation to suppliers in support of proposals and programs.

Specific responsibilities include:

  • Interfacing and corresponding with suppliers, develop sourcing/evaluation strategies

  • Supplier identification and source selection

  • Coordinate export control/security requirements

  • Prepare/issue RFPs with appropriate customer flow downs and terms & conditions

  • Proposal evaluation

  • Conduct negotiations to meet contract/program targets/schedule, terms & conditions/payment terms for materials & services

  • Administering resultant compliant subcontracts; ensure compliance with FAR/DFARS regulations and strict adherence to company Purchasing policies & procedures

  • Validate pricing and maintain proper PO files with correct documentation.

Roles and responsibilities of the Subcontract Administrator will include:

  • Lead the evaluation of customer RFP's and collaborate with the program team to develop subcontract RFP's that include Statements of Work, Technical/Quality Specifications, Deliverable Requirements List and Schedules, Performance Assessment Requirements, Terms and Conditions, Proposal Preparation and Pricing Requirements/Templates, Compliance Matrices and supplier profiles.

  • Preparation of Non-Disclosure Agreements, Teaming Agreements, and Memorandums of Agreement and Pricing Agreements.

  • Analyzing and evaluating subcontractor proposals, negotiating deviations from work statements, schedule, and/or terms and conditions, while working closely with the Program Management team.

  • Provide subcontractor pricing, deviations from scope and/or terms and conditions, comprehensive cost analysis and justifications, and technical data assertions to the Contracts group during the proposal preparation phase.

  • Negotiate, write formal/compliant major subcontract awards, processes internal justifications, and document files in preparation for internal and external audits.

  • Administer resulting subcontracts, ensuring that all requirements are performed in accordance with the scope of work and delivery schedules.

Basic Qualifications Subcontracts Administrator Level 2:

  • Bachelor's degree and a minimum of 3 years of US government procurement, contracts, subcontracts and/or business management experience OR Master's and a minimum of 2 years US Government procurement, contracts, subcontracts and/or business management experience. May consider an additional 8 years (11 years total) of US government procurement, contracts, subcontracts and/or business management experience.

  • Must have experience working with multiple contracting formats, including Firm Fixed Price and Cost Reimbursable, possess knowledge relating to special payment provisions (progress or performance based payments).

  • Must understand the entire procurement process including competitive procurements (from supplier selection, proposal process, pricing instructions, evaluation criteria, terms and conditions, establishing teaming / overriding / pricing agreements, determine the adequacy of subcontractor proposals received, negotiation of the best business deal of major subcontracts including terms and conditions, understand program/company risk factors, prepare a compliant procurement packages, thru management of large industry suppliers).

  • US citizenship required and the ability to obtain/maintain a Secret security clearance.

Basic Qualifications Subcontracts Administrator Level 3:

  • Bachelor's degree with a minimum 6 years of subcontracts/procurement or program support experience or Master's degree with minimum 4 years of the related experience; will also consider additional 6 years of related experience in lieu of a degree.

  • Bachelor's degree and a minimum of6 years of US government procurement, contracts, subcontracts and/or business management experience OR Master's and a minimum of 4 years US Government procurement, contracts, subcontracts and/or business management experience. May consider an additional 8 years (14 years total) of US government procurement, contracts, subcontracts and/or business management experience.

  • Must have experience working with multiple contracting formats, including Firm Fixed Price and Cost Reimbursable, possess knowledge relating to special payment provisions (progress or performance based payments).

  • Must understand the entire procurement process including competitive procurements (from supplier selection, proposal process, pricing instructions, evaluation criteria, terms and conditions, establishing teaming / overriding / pricing agreements, determine the adequacy of subcontractor proposals received, negotiation of the best business deal of major subcontracts including terms and conditions, understand program/company risk factors, prepare a compliant procurement packages, thru management of large industry suppliers).

Preferred Qualifications:

  • Experience managing international procurements/ subcontracts.

  • Understanding on International Traffic in Arms Regulation (ITAR) and Export Administration Regulations (EAR)

  • Bachelor's Degree in Business, Supply Chain Management, Finance, or Industrial Engineering.

  • Working knowledge of U.S. Government contracting and the Federal Acquisition Regulation (FAR)/Defense Federal Acquisitions Regulation Supplement (DFARS), with specific working knowledge of Parts 15 (Contracting by Negotiation) and 31 (Contract Cost Principles and Procedures); Cost Accounting Standards (CAS); Defense Contract Audit Agency (DCAA) audit procedures; and ability to produce compliant major subcontract procurement packages.

  • Knowledge of SAP a plus.

  • Strong communication and writing skills.

  • Strong presentation skills directed to all levels of internal/external management
