Northrop Grumman Subcontract Specialist 2 in Sierra Vista, Arizona

Northrop Grumman Technology Services is seeking aSubcontract Specialist Level 2located in Sierra Vista, AZ. The Global Supply Chain (GSC) organization is seeking a driven individual for a Subcontract Specialistrole with a focus on both domestic and international subcontracts.

The individual will be responsible for executing major subcontract activities and providing contractual support and documentation to suppliers in support of proposals and programs.

Specific responsibilities include:

  • Interfacing and corresponding with suppliers

  • Developing, sourcing/evaluation strategies

  • Supplier identification andsource selection

  • Coordinating export control/security requirements

  • Preparing/issuing RFPs with appropriate customer flow downs and terms & conditions

  • Conducting bidders' conferences,proposal evaluation, conducting negotiations to meet contract/program targets/schedule, terms & conditions/payment terms for materials & services

  • Administering resultant subcontracts andensuring compliance with FAR/DFARS regulations and purchasing policies & procedures;

  • Validate pricing; and maintain proper PO files with correct documentation.

  • The Subcontract Administrator is responsible for administering of subcontract and modifications in accordance with FAR/DFARS.

  • The Subcontract Administrator is required to arrange and participate in supplier meetings and the controlling and reporting supplier progress.

  • Preparation of Non-Disclosure Agreements, Teaming Agreements, and Memorandums of Agreement, preparation and management of internal Step reviews of new opportunities and formal customer proposal preparation.

  • Evaluation of customer RFP's and ability to work with the program team to develop subcontract RFP's that include Statements of Work, Technical/Quality Specifications, Deliverable Requirements List and Schedules, Performance Assessment Requirements, Terms and Conditions, Proposal Preparation and Pricing Requirements/Templates, Compliance Matrices and supplier profiles.

  • Ability to analyze and evaluate subcontractor proposals, negotiate deviations from work statements, schedule, and/or terms and conditions, while working closely with the Program Management team.

  • Provides subcontractor pricing, deviations from scope and/or terms and conditions, comprehensive cost analysis and justifications, and technical data assertions to the Contracts group during the proposal preparation phase.

  • Successful candidate will select or recommend subcontractors, write formal awards, processes internal justifications, and document files in preparation for internal and external audits.

  • In conjunction with the Quality organization, will evaluate and monitor subcontractor quality and reliability as well as the subcontractor's ability to support required delivery schedules.

  • Employ sound business practices to assess supplier performance as part of follow-up activities; ensure appropriate documentation is provided to the international logistics/transportation organization; review and approve subcontractor payments; utilize process tools with subcontractors to drive quality, efficiency and continuous improvement.

Basic Qualifications:

  • Bachelor's degree and a minimum of 3 years of US Government supply chain, contracts, business management experience-OR- Master's Degree and 1 year of relevant experience. A High School diploma and anadditional 7 years of US Government supply chain, contracts, and/or business management experiencemay be considered in lieu of a degree.

  • Working knowledge of FAR and DFARS regulations

  • Demonstratedproficiency inMicrosoft Office (Excel, Word, and PowerPoint).

  • Must be able to obtain/maintain a Secret levelclearance

  • US Citizenship required

Preferred Qualifications:

  • SAP, MS-Office and MS-Excel experience

  • Government and/or industry experience

  • Cost analysis experience

  • Demonstrated ability to communicate in a variety of formats with suppliers, senior management, etc.

  • Experience managing international subcontracts
