Northrop Grumman is seeking a Deputy Program Manager to work with the Republic of Korea Program Manager to develop and implement Republic of Korea Global Hawk sustainment activities. This position can be filled in either Sierra Vista, AZ or San Bernardino, CA

Knowledge, Skills, and Ability

Ability to ensure program meets customer/contractual requirements for quality, cost, and schedule, maintaining compliance with regulatory, policy, and host country laws and regulations. Identify risks, develop mitigation plans and monitor progress of actions, utilizing metrics and taking corrective actions as needed. Achieve high customer satisfaction and employee engagement ratings. Support the on-time development of high-quality ROK proposals.

Proven leadership and interpersonal skills. An understanding of the interactions between various functional departments/disciplines and how their products/processes affect one another. Demonstrated ability to work across sector lines of responsibility. Frequent internal company and external contacts. Represents organization on specific program areas.

Frequent use and general knowledge of industry practices, techniques, and standards supporting manned and unmanned systems. General application of sustainment concepts, general knowledge of the Republic of Korea (ROK) entities and U.S. forces in Korea as well as the military relationship between the U.S. and Korea. Demonstrates the skill and ability to perform complex professional tasks and staff functions within a large organization.

Able to work independently or with minimal supervision and develop solutions to a variety of problems of moderate scope and complexity.

Contributes to the completion of organizational projects and goals. Errors in judgment or failure to achieve results would normally require a moderate expenditure of resources to rectify.

Qualifications:

Typical Minimum Education / Experience

6+ Years with 4 year degree or equivalent, 4+ Years with Master's Degree or equivalent or 10+ of experience without a degree

Basic Qualifications:

Requirements:

  • US DOD Secret Clearance

  • Experience in Project Management

Proficient in the following:

- Developing and implementing schedules

- Earned Value Management System (EVMS)

- Developing Basis of Estimates (BOEs)

- Developing Rough Order of Magnitude (ROM)

Able to develop and comprehend the following:

  • Request for Proposals (RFPs)

  • Statement of Work (SOW)

  • Contract Data Requirements List (CDRL)

  • Technical Assistance Agreement (TAA)

Preferred Qualifications/Experience:

  • Logistics and operations background

  • Experience with Unmanned and Autonomous Systems

  • Able to travel OCONUS and US (25% of the time)

  • Skilled at developing and presenting briefings

  • Excellent communication and coordination skills. Has to be able to clearly communicate customer desires and requirements in a matter that we can clearly understand

  • Have (preferred) or be able to obtain DOD Secret Clearance

  • Previous Project Management Lead or filled DOA role for extended periods of time

  • Previous unmanned system experience

  • Experience in both Direct Commercial Sales and Foreign Military Sales contracts

  • Experience with Foreign companies and their operations

  • Good negotiation skills

  • Familiarity with NGC policies, processes and procedures

  • Familiarity with host country culture, traditions, laws, etc.

  • Familiar with host country program, contracts and capture activities
