Northrop Grumman Aeronautics Sector (NGAS) is currently seeking a Level 4 Sr Principal Price/Cost Proposal Analyst to support the Strike Division on site in Palmdale, California or Rancho Bernardo, California.
This Level 4 Analyst will be responsible for evaluating supplier proposals under multiple contract types, to include, but not limited to, Firm Fixed Price (FFP), Cost Type, and Indefinite Delivery and Indefinite Quantity (IDIQ) and providing a fair and reasonable position in a price/cost analysis report (PCAR). Other items that fall under this statement of work are Option Price Verifications and evaluating Request for Equitable Adjustments (REAs). This position will collaborate across multiple functions such as Contracts, Pricing & Estimating, Engineering, Global Supply Chain, and Program Management to prepare and submit first-time quality, compliant, and on-time PCARs to support the customer commitments, as well as NG’s financial goals. In addition to PCAR support, the role will also provide Quality and Compliance reviews for NG proposals prior to customer submission. These reviews will focus on content (BOE and Cost Volume), spelling/grammar, and rate verifications/validations. It will also include the internal audit of various Cost Estimating Factors (CEFS).
Specific duties include:
Evaluates proposals (internal and external) for compliance to Federal Acquisition Regulation (FAR) and Northrop Grumman requirements
Prepares and performs a detailed analysis documented in a Price/Cost Analysis Report (PCAR) of supporting documentation to validate labor, material, and other cost elements such as travel, other direct costs (ODCs), rates, escalation and profit/fee
Conducts market research, analyze historical data, and develop cost estimating models and factors to evaluate price reasonableness and develop negotiation positions
Compiles information from periodicals, catalogs, and other sources to stay informed on regulations (e.g., FAR, DFARS, etc.), price trends and manufacturing processes
Confers with suppliers and analyzes suppliers' operations to determine factors that affect prices
Participates in fact-finding sessions via telecom or at supplier’s site to review basis of estimates (BOEs) and source documentation verifying proposal cost estimates
May analyze and audit direct/indirect rates at supplier locations to provide rate recommendations
Perform regression analysis to account for learning or quantity variance as required
Requests and obtains DCAA Assist Audits where applicable
Interfaces with responsible engineers regarding the integration of technical evaluations into the cost analysis when appropriate
Establishes supplier proposed vs. negotiation objective positions by major element of cost to attain formal Supply Chain Management approval for supplier negotiations and prepares presentations summarizing the review
Provide negotiation support throughout the subcontract definitization process
Maintains all records and supporting data used and provided in support of proposals
Basic Qualifications:
Active Secret Clearance with the ability to obtain a Top Secret clearance with investigation in the last 5 years.Ability to obtain Special Program Access prior to starting the position
Bachelor’s degree in Business, STEM or a related discipline with 8 years of experience in Proposals, Cost Estimating, Contracts, and/or Pricing OR a Master’s degree in Business, STEM or a related discipline with 6 years of experience in Proposals, Cost Estimating, Contracts, and/or Pricing
Ability to perform and apply cost accounting, pricing and estimating concepts and principles
Ability to meet deadlines in a challenging, multi-tasking environment while managing multiple proposals with excellent analytical skills and attention to detail
Proficiency with MS Office Suite, specifically Excel and Word
Technical and creative writing skills. Ability to write the PCAR and tell the story of the analysis performed and the results so that the reader understands and can follow “first time”
Must have a working knowledge of the Government contracting environment (FAR and DFARS)
Familiarity with the concept and application of Cost Improvement Curves
Preferred Qualifications:
Active, in-scope Top Secret Department of Defense Clearance
Knowledge of Direct and Indirect Rate Proposal and Audit Process
Self-starter; Ability to “self-teach” certain things such as calculations/formulas to enable a more efficient process
Ability to multi-task while maintaining quality within the work product
Knowledge of SAP
Must have familiarity of aerospace production operation functions, tasks, and processes
Intimate background with Global Supply Chain Subcontract/Procurement requirements, FAR proposal adequacy and execution
Familiar with Estimating System Requirements

Salary Range: $109,900 - $164,900
The above salary range represents a general guideline; however, Northrop Grumman considers a number of factors when determining base salary offers such as the scope and responsibilities of the position and the candidate's experience, education, skills and current market conditions.
Employees may be eligible for a discretionary bonus in addition to base pay. Annual bonuses are designed to reward individual contributions as well as allow employees to share in company results. Employees in Vice President or Director positions may be eligible for Long Term Incentives. In addition, Northrop Grumman provides a variety of benefits including health insurance coverage, life and disability insurance, savings plan, Company paid holidays and paid time off (PTO) for vacation and/or personal business.
