Northrop Grumman Proposals Manager 2 in San Diego, California

Develops, plans and schedules proposals. Compiles cost, schedule, and technical elements in the development of proposals in accordance with request for proposal (RFP) specifications; develops Basis of Estimates (BOEs), Bill of Materials (BOMs), Termination Liability Schedules, and Initial Baseline Budget.Coordinates the collection and accumulation of cost, scheduling, and performance elements from functional departments. Researches and analyzes historical data, develops cost models to support proposal efforts. Develops cash flow and financial charts for delegations. Coordinates activities and participates in fact-finding meetings. Participates in should-cost and pricing reviews with management and customer representatives. Participates as a member of the contract negotiating team. Supports proposal audits. Coordinates with Product Leadership and Program Managers, Contracts, Business Development, and Finance teams.

Develops processes and tools to standardize the cost estimating function; ensures process control and compliance.Hires, develops, and provides daily direction and oversight to team of Financial Analysts/Cost Estimators.

Basic Qualifications:

Bachelor's Degree and 10 years of relevant work experience.
