The Global Supply Chain (GSC) organization is seeking a driven individual for a Supply Chain Subcontract Specialist (SCSS) role with a focus on major subcontracts for the Communications Business Unit (BU) in San Diego. The SCSS position is an exciting opportunity to be a part of a dynamic closed program while interacting with the program's most important and highest profile suppliers. The SCSS candidate must possess a DoD Secret Clearance within the past 5 years. The SCSS candidate should also have a high understanding of Supply Chain Management (SCM) principles - materials management, procurement, subcontracts, cost budgets, supplier quality, production, and logistics. The SCSS role will include sourcing and procuring specialized materials, equipment and services from strategic/key major subcontractors while owning the contractual management of the subcontractor. The SCSS will be responsible for source selection from subcontract proposal through execution and closeout and coordinate and collaborate with key stakeholders including contracts, engineering, quality, planning, operations, program and end-users. The SCSS will also assist in the development of subcontract work statements and terms and conditions for the procurement of high value / high profile specialized materials, equipment, and/or services. Other areas of focus consist of preparing bid packages; conducting bidder's conferences; analyzing and evaluating proposals; negotiating subcontract price and provisions; selecting or recommending subcontractors; preparing awards and administering resulting subcontracts; identifying strategies and opportunities to reduce cost; improving efficiency and managing risk through strategic and targeted negotiations; managing performance of subcontractors; ensuring compliance with all public law requirements as well as company (and business) policies and procedures including import/export regulations. The SCSS will employ sound business practices to assess supplier performance as part of follow-up activities; review and approve subcontractor payments; utilize process tools with subcontractors to drive quality, efficiency and continuous improvement. In conjunction with the Quality organization, the SCSS will evaluate and monitor subcontractor quality and reliability as well as the subcontractor's ability to support required delivery schedules.
10+ years of experience in US Government procurement, contracts, subcontracts and/or business management with Bachelor's Degree;
8+ years of experience in US Government procurement, contracts, subcontracts and/or business with Master's Degree;
US Citizenship and active secret clearance to start and to be considered
Proficiency in MS Office Suite;
Must possess strong communication and writing skills
MBA or Bachelor's Degree in Business Management with emphasis on Supply Chain Management;
CSCP, CPSM or similar Certification
Proficient in SAP;
Extensive experience managing major / high dollar subcontracts within a classified environment;
Extensive experience and working knowledge of U.S. Government contracting and the Federal Acquisition Regulation (FAR)/Defense Federal Acquisitions Regulation Supplement (DFARS)
