Northrop Grumman Aerospace Systems (NGAS) is seeking an experiencedSupply ChainProposal Analystto join our team of qualified, diverse individuals in defining the future in our Autonomous Systems Center of Excellence location, Rancho Bernardo, California. This role will join a small team of analysts and report directly to Global Supply Chain Business Management.
Estimates the cost of material and subcontracts based on technical requirements definition and/or existing product structures.
Researches, analyzes historical data, develops cost models, and compiles current and historical cost data into a Global Supply Chain (GSC) cost estimate in accordance with request for proposal (RFP) requirements.
Coordinates proposal bill of material effort for moderately complex proposals by interfacing with engineering, manufacturing, and other organizations to understand the proposal unique requirements.
Documents the basis of the estimate in a FAR compliant GSC cost volume section.
Works with subcontracts in the development of supplier quote requests, reviews supplier proposals for proposal adequacy, and works with supplier cost analysis personnel to develop the GSC cost estimate.
Summarizes the cost estimate and presents the review package for GSC management approval.
Supports the estimate both internally and externally throughout the proposal process through contract award. Tasks include customer proposal walk-through of the cost estimate, fact-finding, audit, negotiations, and sweeps to comply with the Truth in Negotiations Act
Material estimating experience ina US Government contracting proposal environment
Bachelor's degree in business, economics, mathematics or other related field with a minimum of6 years relevant experience OR a Master's degree with a of4 years of experience
Ability to obtain and maintain a secret security clearance
Strong analytical and communication skills
Experience across different proposal phases (development, production and sustainment) and factor development.
Hands onexperience with estimating or financial analysis, including data collection and normalization
Self-starter with a strong work ethic and works well in a team situation
Extensive material experience with government contracting and FAR
Current active security clearance
Independent forward thinker
