Essential Functions:

Lead and manage all aspects of the development and sustainment proposals from pre-RFP through contract award on behalf of the program office.Coordinate with the customer to develop the acquisition strategy, bid strategy with PMO and negotiation strategy with contracts and business manager. Developprogram review packages for PRB-0 through PRB-4, and program kick off packages.Develops, plans and schedules proposals. Compiles cost, schedule, and technical elements in the development of proposals in accordance with request for proposal (RFP) specifications. Coordinates the collection and accumulation of cost, scheduling, and performance elements from functional departments. Researches and analyzes historical data, develops cost models to support proposal efforts. Coordinates activities and participates in fact-finding meetings. Participates in should-cost and pricing reviews with management and customer representatives. Participates as a member of the contract negotiating team.

Experienced in the full life cycle of developing and delivering a successful proposal for a program of record.

Basic Qualifications:

Bachelor's degree in business or related discipline is required

at least 6years experience in contracts, pricing or proposals

Active Secret DoD Clearance

Preferred Qualifications:

Superb written and verbal communication skills
