We are looking for you to join our team as a Cyber & Network Systems Engineering Manager 3 based out of San Diego, CA.

What You'll Get To Do:

The Senior Cyber & Network Systems Engineering Manager will lead a large organization that consists of Functional Managers, IPT leads, Cyber Engineering Subject Matter Experts, Network Engineering Subject Matter Experts, and Cyber/Network Systems Engineers of all grade levels. The Senior Cyber & Network Systems Engineering Manager will coordinate with peers responsible for Systems Engineering, Integration & Test, Logistics, and a team of our most senior SE staff.

The Senior Cyber & Network Systems Engineering Manager will be responsible for establishing a world class Cyber and Network Engineering organization by promoting the use of standardized design rules, processes, best practices and tools for cyber engineering practice areas and product lines.

Responsibilities include:

  • Govern Design Rules/Drive Consistency - Establishing a governance process to drive adoption and consistent execution of cyber design rules amongst project teams

  • Support and Validate Design Rule Implementation. This includes training, mentoring, coaching, and consultation for the Cyber disciplines.

  • Fostering collaboration and resource sharing amongst line of business teams.

  • Common Tools & Development Environments - Providing guidance and access to cyber discipline tools to support executing programs and business development pursuits. This includes standing up skills development environments and making them available.

  • Mature and Sustain Core Building Blocks - This includes collecting, maintaining, and linking the common building blocks that cyber professionals can use in developing design solutions.

  • Ensure Secure Systems Engineering processes are enforced within the program sub-teams

  • Responsible for collecting and reporting Cyber Leading Indicator metrics data, per E146-MSO

  • Ensure, in coordination with the EM, that qualified personnel are assigned to the program, as appropriate, to execute the Cyber and Network core functions.

  • Collaborate with peers to build expertise, depth, and breadth within the following areas:

  • Systems Security (Lead)

  • Network Engineering (Lead)

  • Requirements Engineering

  • Risk and Opportunity Management

  • Stakeholder Analysis

  • System Architecture and Design

  • Specialty Engineering

  • System Integration and Interfaces

  • Mission Engineering

  • System Analysis and Trade Study Development

  • SEIT Cost Account Management

Qualifications:

Basic Qualifications:

• Bachelor's of Science degree in a technical area with 15 years total experience

• Technical understanding of Cyber and Network Engineering requirements management

• Have demonstrated leadership skills and the ability to work effectively in a team environment

• Possess effective communication and presentation skills, and be high proficiency in technical problem solving, to include

decomposition, root cause analysis, solution development, implementation and monitoring

• This position requires the applicant to be a U.S. citizen and with an active Secret clearance

Preferred Qualifications:

• Be experienced in all aspects of the engineering process, from requirements analysis through retirement and a working familiarity with the Program Execution Framework

• Application of rigorous systems engineering processes to improve or deliver exemplary program technical execution on a large scale

• Master's Degree in relevant technical area

• INCOSE Certified Systems Engineering Professional or Expert Systems Engineering Professional
