Northrop Grumman (NG) Space Systems is seeking a Preconstruction Services Manager 3 to its team of diverse and qualified individuals. This leadership position will be in Roy, Utah and will support the Sentinel program. Learn more about the Sentinel program here . Northrop Grumman supports the Air Force's sustainment, development, production and deployment of hardware and system modifications for Intercontinental Ballistic Missile (ICBM) Ground and Airborne Launch Control Systems, Launch Facilities, and associated infrastructure.
What you will get to do:
The Preconstruction Services Manager 3 will have experience delivering design-build and design-bid-build construction, for commercial, federal, and public-sector customers. The Preconstruction Services Manager 3 is responsible for the leadership and oversight of estimating cost consultant(s) and working with NG Global Supply Chain and Contracts employees, obtaining subcontractor(s) response to Bid Packages in preparing response to government issued RFP's associated with the Sentinel program.
Daily tasks include but are not limited to:
Maintain a firm commitment to safety behaviors and protocols.
Oversee and manage selected construction cost estimating consultant(s) in the preparation of construction estimates.
Development of Basis of Estimate (BOE) to satisfy NG and United States Government (USG) requirements.
Work with major subcontractor construction partner in the development of RFP proposal response to fully understand proposed scope and pricing.
Development of subcontractor Statement of Work (SOW) and Bid Packages.
Working with NG Contracts, facilitate Bid Package kick-off meetings.
Review subcontractor RFI's during the bidding phase.
Working with NG Contracts, facilitate subcontractor scoping meetings.
Finalize Bid Package and associated subcontractor comparisons and assist in making recommendations for award.

This positions standard work schedule is a 9/80. The 9/80 schedule allows employees who work a nine-hour day Monday through Thursday to take every other Friday off.

Basic Qualifications :
Bachelor's Degree in Architecture, Engineering, or Construction Management and at least 10 years of construction industry experience with experience with U.S. Federal Government projects.
5 years of experience with/knowledge of federal acquisition regulations (FAR) and their application to design and construction.
8 years of Preconstruction and Estimating experience with/knowledge of construction cost, scheduling, purchasing, and engineering principles and techniques.
Knowledge of current market pricing, including labor, and supply chain conditions.
Demonstrated ability to motivate and lead preconstruction teams to success.
Ability to obtain a Secret Clearance.
Preferred Qualifications:
Specific relevant experience with cost plus price construction for the U.S. Army Corps of Engineers and/or Air Force.
Specific experience with projects with technically complex structural, architectural, mechanical, electrical, instrumentation and controls systems.
Knowledge of ProPricer Government Proposal Software.
Ability to understand and interpret technically complex contract documents, drawings, specifications, scopes of work and project schedule.
Proven ability to effectively communicate verbally and in writing at the executive level.
Skilled at negotiating and developing relationships with owners and subcontractors.
Active Secret or Top-Secret clearance.
Salary Range: $125,700 - $188,500
Employees may be eligible for a discretionary bonus in addition to base pay. Annual bonuses are designed to reward individual contributions as well as allow employees to share in company results. Employees in Vice President or Director positions may be eligible for Long Term Incentives. In addition, Northrop Grumman provides a variety of benefits including health insurance coverage, life and disability insurance, savings plan, Company paid holidays and paid time off (PTO) for vacation and/or personal business.
