Northrop Grumman Space Systems is seeking a Subcontracts Manager Team (SMT) Lead in support of weapon system-based training. This position will be located in either Roy, UT or Arlington, TX and will support the Ground Based Strategic Deterrent (GBSD) Training Systems Team (TST). The SMT Lead will provide subcontractor and supplier management support to the TST Training Systems Team Lead for program design, development, and delivery of training equipment and simulators. What You'll Get To Do:

  1. Maintains accountability to the Subcontracts Organization and the Program Office for the assigned subcontract(s) and is expected to work with limited management oversight and direction to include the following responsibilities:

a. Provide day-to-day direction for the SMT activities/tasks by providing daily oversight of subcontract(s) and execution priorities.

b. Manage project activities to include negotiating resource needs to support requirements

c. Acts as a single communication focal point to GBSD TST Program Manager/sub-IPT Lead(s), GSC Program Manager, Subcontractor executive level management, and internal managers to support execution requirements

d. Provide direction and prioritizes acquisition activities to include

• Request For Proposal development & coordination

• Subcontractor Proposal reviews

• Evaluation of new contract requirements, proposals, negotiations and contract changes

• Include evaluation and accountability of quality Subcontractor proposals, proposal work statements, specifications, and Subcontract Data Requirements List (SDRL) items.

e. Provide oversight of Subcontractor Risk and Opportunities program to include resolution recommendations and assistance with execution of risk mitigation plans in order to attain schedule, performance and quality commitments.

• Coordinate with the TST Operations and Planning Lead / Risks and Opportunities Manager on characterizing and reporting subcontractor Risks and Opportunities.

  1. The SMT Manager will ensure consistency in policies, communications and practices across the team. Levels of communications are expected to include executive level briefings internally and externally to meet execution of the Subcontractor requirements.

  2. The SMT Manager shall identify approaches to improve prime/Subcontractor relationships through process and communication improvements. This will require leading activities that will include providing executive level briefings internally and externally.

  3. This position serves as liaison between the subcontractor team and internal GBSD Subcontractor management team members for all products, reviews and deliverables internally and to and from the Subcontractor to ensure IPTs and Subcontractor are integrated vertically and horizontally across each organization.

  4. Act as the Control Account Manager (CAM) or oversee CAM activities if assigned to others.

  5. Manage, track, and coordinate responses / approvals of Subcontractor deliverables and milestones for adherence to Program master plans and schedules.

  6. Establish and maintain performance metrics to measure program success and makes recommendation for improvement projects that are aligned with business strategies and would serve to improve integration and performance.

  7. Risk/Opportunities analyses and mitigations/capture activities in collaboration with the TST Operations and Planning Lead(s).

This position's standard work schedule is a 9/80. The 9/80 schedule allows employees who work a nine-hour day Monday through Thursday to take every other Friday off.



You'll Bring These Qualifications:

  • Associates Degree or 4 additional years of experience and 2 years minimum in subcontract and project management experience

  • Knowledge of all member functions' responsibilities - Global Supply Chain, Mission Assurance, Business Management - including Finance, Contracts and Scheduling.

  • Ability to integrate and manage requirements from global supply chain, engineering, mission assurance, business management, including scheduling and the Subcontractor.

  • Detailed and team oriented with demonstrated organization skills.

  • Ability to coordinate across large programs to attain the best supplier performance.

  • Ability to obtain Top Secret Clearance.

These Qualifications Would be Nice to Have:

  • Master's degree in Business Administration, Engineering, Communications, or related fields.

  • PMP Certification

  • BA/BS in business, management, engineering, communications, or related fields and 7 years experience in Project Management

  • Active Top Secret Clearance

  • Project Management experience within a DoD environment

  • CAM for accounts greater than $1M

  • Team leadership for multi-disciplinary teams

  • Contract experience with Training Device design, development, manufacture, assembly, install, test, document, and delivery or support
