Northrop Grumman Space Systems sector is seeking a Manager, Programs Level 03 to manage the Special Packaging & Handling for the Product Support organization. This position will be located in Roy, UT and will support the Ground Based Strategic Deterrent (GBSD) program. Learn more about the GBSD program here.

Job Description:

The selected candidate will manage a team of personnel responsible for the development and implementation, and processing of all packaging, transportation, and handling systems, plans and procedures to handle, status, and track all GBSD assets requiring PHS&T processing. Oversees the development and timely submittal of multiple CDRL reports, plans, documentation, and analysis to the customer. Ensures all plans procedures, processes, and requirements applicable to PHS&T and related special packaging instructions (SPIs) produced by the group are identified, documented, and compliant with product specifications, local, state, and federal DOT requirements for all GBSD hardware assets requiring PHS&T. Coordinates with AF, DOT, and related IPTs as required to resolve problem areas and identify and reduce associated PHS&T risks. Reviews status of PHS&T products and budgets including EVMS indices; prepares and manages schedules and prepares status reports on the health and status of PHS&T activities, interfacing with management and other IPTs as required.

The successful candidate must:

  • Be responsible for the management of PHS&T team members and functions.

  • Provide direction to subordinates and interface with upper management.

  • Ensure personnel have the PHS&T system tools, and resources required for processing hardware assets compliant with product & DOT requirements.

  • Be the single point of accountability for the development, delivery, and sustainment of all assigned PHS&T products and analyses.

  • Conduct and participate in personnel reviews and staff meetings. Serves as primary POC for PST/PHS&T team within NG and Government AF/DOT counterparts as required.

This position's standard work schedule is a 9/80. The 9/80 schedule allows employees who work a nine-hour day Monday through Thursday to take every other Friday off.



Basic Qualifications:

  • Bachelor's Degree in a Business, Science, Technology, Engineering, or Math field from an accredited institution

  • At least 10 years of experience in a DoD environment with Mil-STD 1367/129 & related standards for PHS&T plans, policies, DOT regulations and procedures

  • Experience with Microsoft Office tool suite and PHS&T system tools

  • Current DoD Secret Clearance

  • Must have the ability to obtain SAP/SAR access

Preferred Qualifications:

  • MS/Bachelor's Degree in a Science, Technology, Engineering, or Math field from an accredited institution

  • Current or ability to gain Top Secret DoD Clearance

  • Familiar with PHS&T, DOT requirements and regulations

  • Experience with NG software analysis tools

  • Experience leading a team in PHS&T
