Manager of Programs 2 Domestic IRCM Aircraft Integration
Northrop Grumman, Mission Systems is looking for a Manger, Programs Level 2 to support the Aircraft Survivability business unit. The primary objective will be the delivery of all contractual requirements on cost and on schedule, while achieving all technical requirements. The individual will lead a cross-functional organization aligned to common program performance goals.
The Aircraft Integration Program Manager will report to the Domestic IRCM Aircraft Integration Program Management lead and work within the Production Operating Unit of the Aircraft Survivability Business Unit. The Aircraft Integration Program Manager will lead pursuits and programs to integrate IRCM hardware and software onto various new domestic platforms. The individual in this position will also support the development and evolution of the domestic platform integration roadmap, and serve as the focal point for customer communications, business relations, and aircraft integration services.
Program Managers are responsible for coordination and management of all phases of execution, from inception (proposal development) through completion (contract closeout). Primary responsibilities will include but are not limited to:
Managing the integration of IRCM equipment and DSA onto aircraft platforms.
Development of customer relationships and cultivation of customer intimacy
Proposal development / Capture planning and strategy
Statement of Work (SOW) creation
Negotiation and establishment of schedule milestones, payment, and other key contract terms and conditions
Coordination of Engineering Change Proposals (ECP) and other contract changes in conjunction with customer(s)
Knowledge and execution of a variety of proposal and contract types (FFP, CPFF, IWO, T&M, etc.)
Development and delivery of presentations to customers, management, and other program stakeholders
Preparation of metrics and internal progress reports for management (IPRS, Dashboard, BUR, etc.)
Leading and directing a cross-functional Integrated Product Team (IPT)
Management of personnel, company resources, and other assets in support of program execution
Development and adherence to Integrated Master Schedules (IMS)
Development and adherence to budget baselines using Earned Value Management (EVM) methodologies and tools
Government Property (GFE, CFE, etc.) tracking and management
Bachelor's degree and minimum of7 years' experience supporting Department of Defense (DoD) and/or Government contracts.
Prior Program Management experience, or experience in Engineering or Logistics.
Prior experience with Earned Value Management (EVM)
Demonstrated success in managing projects to cost, schedule, and technical performance requirements.
Must possess strong organizational and interpersonal skills to communicate effectively verbally and in writing with all levels of management and individual contributors.
Ability to travel domestically up to 25% of the time.
U.S citizen and ability to obtain US Government Secret clearance.
Prior experience developing or supporting Electro-Optical / Infrared (EO/IR) products and technologies
Prior experience with execution of a large, multi-year contracts and programs
Prior experience with MS Project
Familiarity with Federal Acquisition Regulations (FAR) and Defense Federal Acquisition Regulations (DFAR)
