Northrop Grumman Manager, Contracts 3 in Rolling Meadows, Illinois

Northrop Grumman Land and Avionics C4ISR (LAC4ISR) Division is seeking a Business Unit Contracts Manager to join our team of qualified, diverse individuals. The Aircraft Survivability (ACS) Business Unit (BU) is the industry leader in providing infrared and multi-spectral countermeasure survivability solutions and has a varied portfolio of contract types and customers (U.S. Government, prime contractors, and global). The ACS portfolio includes contracts in all stages of the program life-cycle from development through production and sustainment. This high visibility position will oversee a team of 33 individuals consisting of 4 Operating Unit Managers, 28 professionals, and 1 indirect staff located at two campuses (Rolling Meadows, IL and Apopka, FL). The selected Contracts Manager will serve as the business partner to the Business Unit Program Vice President and Business Manager Director, providing leadership in contractual strategy, administration, and management of all contract negotiation and administration efforts for the business unit.

This position will require excellent oral and written communication skills and regular interaction with customers and various levels of executive and functional management. This position requires a thorough understanding of government regulations as well as commercial and international contract terms and principles and the ability to propose and negotiate all types of contractual agreements. The ideal candidate must be able to deal effectively with competing priorities and deadlines and assign work effectively in a dynamic environment. The candidate must possess excellent problem solving and decision making skills to resolve complex problems, assess risk and opportunities for the Corporation, and recommend strategies to achieve objectives.

Roles and Responsibilities:

Provide leadership, support and guidance to Contracts team, including overseeing all Contracts activities related to proposing, negotiating, establishing, administering, and closing contracts and agreements within the portfolio

Manage review and approval of contractual documents for program strategy, risk management, adherence to company policies

Represents the Business Unit externally with our customers from a contractual perspective and develop highly effective internal/external customer relations

Advise other business partners and leadership on contractual rights, obligations, and interpretation of terms and conditions and recommend strategies and solutions as needed

Develop, train, and mentor team members

Basic Qualifications:

  • Bachelor's Degree with at minimum 10+ years relevant experience including 3+ years of personnel management experience

  • Excellent interpersonal skills, ability to lead, manage, mentor and train assigned staff

  • Experience negotiating and administering various contract types (e.g., FFP, FPI, T&M, CPFF, FPLOE, etc.) of varying sizes and types of agreements (e.g. Non-Disclosure Agreements, Teaming Agreements)

  • Thorough understanding of the requirements of applicable government regulations and commercial contract terms and principles

  • Proven success in effectively managing competing priorities and deadlines and handling or assigning multiple tasks in a dynamic environment

  • Strong problem solving skills and the ability to be flexible and change directions when needed

  • Ability to work independently and make independent decisions, ensuring high levels of collaboration with stakeholders and subject matter experts

  • U.S. citizen and ability to obtain government security clearance

  • Ability to travel

Preferred Qualifications:

  • Certified Professional Contract Manager certification, Juris Doctorate, MBA, or other relevant advanced degree

  • International contract management experience and understanding of the International Traffic in Arms Regulations

  • Experience working directly with US Navy, US Air Force, and US Army customers, Prime Contractors, DCMA and DCAA

  • Experience managing a remote team
