Northrop Grumman Dir Programs 2 in Rolling Meadows, Illinois

Northrop Grumman, Mission Systems is looking for a Director, Programs 2 to support the Air Warfare Systems (AWS) business unit. Reporting to the business unit Vice President, the director is responsible for leading a team of program directors, managers and capture teams in our Electronic Warfare (EW) Operating Unit. Key objectives include execution of hardware and software development and production programs meeting contractual requirements on cost and on schedule, strategic investment planning, customer interfacing and requirements shaping, product roadmap development and overseeing capture pursuits to ensure the continued growth of the EW product line. The individual will lead a cross-functional organization aligned to common program performance goals.

Operating Unit Directors are responsible for developing a performance and growth strategy for their teams ensuring the coordination and management of all phases of execution, from inception (proposal development) through completion (contract closeout). Primary responsibilities will include but are not limited to:

Ensuring adherence to all internal processes for Program Management

Manage a team of program directors and managers

Completion and tracking of the Contract Requirements Traceability Matrix

Development and adherence to Integrated Master Schedules (IMS)

Development and adherence to budget baselines utilizing Earned Value Management (EVM) methodologies and tools

Submission of program performance in internal reporting systems (i.e. IPRS)

Coordination of Contract Change Board activities internally and with the customer, to include Engineering Change Proposals (ECP)

Government Property (GFE, CFE, etc.) tracking and management

Development and delivery of presentations to customers, management, and other program stakeholders

Development of Long Range Strategic Plans and associated Investment Planning of IRAD, Bid and Proposal, and Marketing and Selling expenses

Knowledge and execution of a variety of proposal and contract types (FFP, CPFF)

Proposal development / capture planning and strategy

Negotiation and establishment of schedule milestones, payment, and other key contract terms and conditions.

Basic Qualifications:

Bachelor's Degree and 12 years', or Master's and 10 years' experience supporting Department of Defense, Government contracts, or project management in other industries.

Experience managing significant profit and loss (P&L)

Experience leading a team of program managers

Demonstrated success aligning teams, organizations or employee resource groups to achieve a common goal.

Experience managing communications with stakeholders through organized processes to ensure that program information is defined, collected, shared, understood, stored and retrieved in a manner that effectively meets program and stakeholder needs.

The ability to address uncertainty through an organized and analytical forward looking approach that identifies risks and opportunities, determines appropriate handling plans, and manages, controls, and communicates risks and opportunities.

The ability to plan for, identify, estimate, cost, acquire, schedule, and retire resources needed to satisfy program requirements within organizational constraints.

The ability to apply knowledge, insights and understanding of business and financial concepts, tools and processes to the benefit of program decisions, actions, and performance.

Preferred Qualifications:

  • Prior experience supporting Department of Defense (DoD) and Electronic Warfare (EW) products and technologies

  • Prior experience implementing strong Systems Engineering practices

  • Prior experience managing software development programs through Systems Integration and Test

  • Bachelor's degree in Engineering or Master's Degree in Business Administration (MBA)

  • Prior experience with execution of large, multi-year development contracts and programs

  • Prior experience with Earned Value Management (EVM) and MS Project

  • Familiarity with Federal Acquisition Regulations (FAR) and Defense Federal Acquisition Regulations (DFAR)
