Northrop Grumman, Mission Systems is looking for a Director, Programs 1 to support the Aircraft Survivability (ACS) business unit. Reporting to the Survivability Development Programs Operating Unit Director. This Director 1 will lead a team of program managers to run a portfolio of Infrared Counter Measures (IRCM) hardware development programs across multiple customer sets. Key objectives include execution of hardware development programs meeting contractual requirements on cost and on schedule, strategic investment planning, product roadmaps and capture pursuits to ensure the continued growth of the IRCM product line. The individual will lead a cross-functional organization aligned to common program performance and business goals.

The position has significant senior leadership contact and will require a candidate with strong leadership and decision making skills with the ability to perform in an environment of ambiguity and continuous change. The position must role model Northrop leadership characteristics. The incumbent must have strong communication, executive presence and cross-cultural skills to be able to effectively interact with a geographically disbursed senior leadership team in Land & Avionics C4ISR. Looking for a self-starter with the initiative to drive the business coupled with good sound judgment.

Program Directors are responsible for coordination and management of all phases of execution, from inception (proposal development) through completion (contract closeout). Primary responsibilities will include but are not limited to:

Adherence to all internal processes for Program Management

Managing a set of programs and program managers

Leading and directing a cross-functional Integrated Product Team (IPT)

Completion and tracking of the Contract Requirements Traceability Matrix

Development and adherence to Integrated Master Schedules (IMS)

Development and adherence to budget baselines utilizing Earned Value Management (EVM) methodologies and tools

Submission of program performance in internal reporting systems (i.e. IPRS)

Coordination of Contract Change Board activities internally and with the customer, to include Engineering Change Proposals (ECP)

Government Property (GFE, CFE, etc.) tracking and management

Development and delivery of presentations to customers, management, and other program stakeholders

Knowledge and execution of a variety of proposal and contract types (FFP, CPFF)

Proposal development / capture planning and strategy

Creation, review and finalization of the program Statement of Work

Negotiation and establishment of schedule milestones, payment, and other key contract terms and conditions.

Development of customer relationships and cultivation of customer intimacy

Strategic planning for business goals and staffing

Demonstrated team player with ability to work in a dynamic changing environment

Basic Qualifications:

  • Master's Degree in Engineering or a similar technical field

*12 years of related experience

*7-10 years of management experience in Functional Management, Engineering Management, or Program Management

*Experience with international business (Direct Commercial Sales or Foreign Military Sales)

*Experience working in a matrix organization

*Experience with Capture Management / Leadership

*PMP Certification

Preferred Qualifications:

  • Master's Degree in Engineering or a similar technical field

*12 years of related experience

*7-10 years of management experience in Functional Management, Engineering Management, or Program Management

*Experience with international business (Direct Commercial Sales or Foreign Military Sales)

*Experience working in a matrix organization
