Northrop Grumman is in need of a Program Manager 1 to work at its ABL facility located in Rocket Center, WV.

The primary objective will be the delivery of all contractual requirements on cost and on schedule, while achieving all technical requirements and creating customer intimacy to support value creation strategies and actions. The individual will lead a cross-functional organization aligned to common program performance goals.

Program Managers are responsible for leading all phases of the program life cycle from inception (proposal development) through startup, execution, and completion (contract closeout). Primary responsibilities are the management of cost, schedule, and technical performance of company programs or subsystems.

Job Description:

  • Directs all phases of programs from inception through completion.

  • Responsible for the cost, schedule and technical performance of company programs or subsystems of major programs.

  • Participates in the negotiation of contract and contract changes.

  • Coordinates the preparation of proposals, business plans, proposal work statements and specifications, operating budgets and financial terms/conditions of contract.

  • Acts as primary customer contact for program activities, leading program review sessions with customer to discuss schedule and technical performance.

  • Develops new business or expands the product line with the customer.

  • Leads a cross-functional team of associates with a wide range of skill sets, ensuring roles and responsibilities of all team members are well understood and executed.

  • Ensures program-wide focus on safety, quality, cost, and schedule.

  • Establishes milestones and monitors adherence to master plans and schedules.

  • Identifies program problems and obtains solutions, such as allocation of resources or changing contractual specifications.

  • Manages subcontractor actions and performance.

  • Controls expenditures within limitation of project budget.

  • Develops and manages performance metrics on assigned programs to drive continuous improvement.

  • Develops and delivers presentations to customers, management, and other program stakeholders.

  • Performs Risk and Opportunity Management.

Basic Qualifications:

  • Bachelor's degree in a relevant field and minimum of 5 years of related work experience (or 3 years with Master's degree or higher).

  • Excellent oral and written communication, organizational, and interpersonal skills.

  • Critical thinking and logical reasoning skills with the ability to solve issues and predict potential programmatic and technical risks.

  • Ability to prioritize tasks and manage multiple and changing priorities.

  • Impeccable ethics in business conduct; ability to lead by example and foster ethical behavior at all times.

  • Able to assimilate information from multiple sources, create coherent plans and then execute those plans.

  • Demonstrated success leading teams/and or organizations to achieve a common goal

  • Demonstrated commitment and energy to meet customer needs by building strong relationships.

  • Ability to travel (10% to 25%).

  • Must be a US citizen and have the ability to obtain a secret clearance.

Preferred Qualifications:

  • BS/MS degree in STEM field.

  • Direct work experience with Department of Defense Government and Major Prime Contractors (Northrop Grumman, Lockheed Martin, Raytheon, Boeing, etc.).

  • Experience with manufacturing of DOD products.

  • Experience leading the performance of tasks on schedule, at cost and achieving all requirements as either project lead, integrated program team or cost account manager.

  • The ability to apply knowledge, insights and understanding of business and financial concepts, tools and processes to the benefit of program decisions, actions, and performance.

  • Possess a secret clearance.

Salary Range: $106,400 - $159,600

Employees may be eligible for a discretionary bonus in addition to base pay. Annual bonuses are designed to reward individual contributions as well as allow employees to share in company results. Employees in Vice President or Director positions may be eligible for Long Term Incentives. In addition, Northrop Grumman provides a variety of benefits including health insurance coverage, life and disability insurance, savings plan, Company paid holidays and paid time off (PTO) for vacation and/or personal business.
