You will put your experience to work in support of Combat Environment Simulation Projects (CESP) Branch at the Naval Air Warfare Center Weapons Division (NAWCWD), China Lake, CA. Assisting in the research, development, delivery, sustainment, and upgrade of threat systems, range instrumentation equipment, range command and control equipment, data routing, storage, and display equipment, and associated software used for pre-deployment aircrew warfighter training and weapons systems test and evaluation (T&E) at Department of Defense (DoD) and Allied training and T&E Ranges.

Duties and Responsibilities:

  1. Directs all phases of the RSO program from inception through completion.

  2. Responsible for the cost, schedule and technical performance of indefinite delivery, indefinite quantity (IDIQ) contract and individual delivery order for multiple contract vehicles.

  3. Participates in the negotiation of contract and contract changes. Coordinates the preparation of proposals, business plans, proposal work statements and specifications, operating budgets and financial terms/conditions of contract.

  4. Acts as primary customer contact for RSO program activities, leading program review sessions with customers and stakeholders regarding cost, schedule, and technical performance.

  5. Establishes milestones and monitors adherence to master plans and schedules, identifies program problems and obtains solutions, such as allocation of resources or changing contractual specifications.

  6. Directs the work of employees assigned to the program from technical, manufacturing and administrative areas.

  7. Oversee and direct design concepts, criteria and engineering efforts for research, development, installation, systems integration and testing of new and/or modernized training systems, to include hardware and software systems

  8. Manage and report to (internally and externally) over all project performance addressing cost, schedule, and technical quality for related Work Breakdown Structure (WBS) elements

  9. Provide leadership and ethical guidance to subordinates and sub-contracted teammates, based on NG organizational goals and company policies

  10. Collaborate with customers and stakeholders, to develop new business opportunities and expand the scope of work with the Naval Warfare Undersea Weapons Center (NUWC) customer, while growing internal business portfolio

Basic Qualifications:

  1. Bachelor's degree with minimum of 15 years' experience or Master's degree with minimum of 13 years' experience.

2.Experienced leading cross functional and geographically dispersed team environment.

  2. Demonstrated ability to lead advanced technical teams; to provide solutions to complex engineering problems

Preferred Qualifications:

1.Experience in delivering new and reconfigured systems; Tactical Training Ranges (TTR) infrastructure; data links; Electronic Warfare (EW) threat/target simulations, software models, and prototypes.

  1. Experience in delivering weapon/countermeasures/Counter Improvised Explosive Device (CIED) simulations, software models, and instrumentation

  2. Experience in delivering Electronic Warfare Server (EWS) and threat interface systems; Live, Virtual, and Constructive (LVC) software, equipment, and network devices.

  3. Recent experience in the planning and execution of DoD range modernization and sustainment activities.

  4. Experience in directly support DoD customers and IPT leadership in the prioritization, development and maintenance of operational budgets.

  5. Experience in delivering new threat emitter systems, smart target/multi-spectral threats, Systems Service Life Extension Program (SLEP), portable air defense system (PADS)/tactical combat training system (TCTS) Interface, electronic warfare (EW) multiplexer (MUX), threat emitter waveform software models, environmental control units (ECU), threat video encoders (TVE), electronic attack (EA) communication systems, and Test and Training Enabling Architecture (TENA) Gateway and threat interfaces.
