Northrop Grumman Aerospace Systems (NGAS), Space Systems Division is seeking a highly motivated individual with strong work ethics, leadership, and analytical skills to work closely with the business development team for the Aerospace Products and Military and Civil Space Systems (Space Park) business units and other new business captures for the Division. Successful candidates must have excellent communication, quantitative, research, and analytical skills and the capability to lead, large and complex cost proposals. Candidate would effectively be responsible for the preparation of various types of proposals for development, production and competitive contracts including modifications to existing contracts. In addition, candidate will support gate reviews, government audits, customer fact-finding and negotiations with the customer.

Responsibilities include:

Developing Rough Order of Magnitude (ROM) cost estimates from historical actuals

Lead cost, schedule, and technical elements in the development of proposals in accordance with request for proposal (RFP) specifications and other customer requirements

Researches and analyzes historical data, develops cost models to support proposal efforts

Analyzing and approving Cost estimating methodologies, including Basis of Estimate (BOE) development

Developing, Reviewing, and presenting cost review packages to senior and executive management.

Coordinates activities and participates in customer fact-finding meetings

Lead management and pricing reviews with customer (internal/external) representatives

Ability to understand statistical concepts for risk quantification exercises, including S-Curve development

Basic Qualifications:

  • Bachelor's Degree

  • 10 years of combined experience in Pricing/Finance/Contracts/Business management; 8 years with Master's degree

  • Familiarity with the concept and application of Improvement Curves, COTs tools (e.g. SEER, PRICE)

  • Knowledge of FAR/DFARS and other government regulations

  • Proven team leadership skills and the ability to train assigned junior staff

  • Must have an Active Secret clearance to start
