Northrop Grumman Aerospace System has an opening for a Proposal Analyst 3 to join our team of qualified, diverse individuals.(NGAS) is seeking a highly motivated individual with a strong work ethic to work closely with a business development team for the EMD phase of the Ground-Based Strategic Deterrent (GBSD) Program . Successful candidates must have excellent communication, quantitative, research, and analytical skills and the capability to lead or principally contribute to some of the largest and most challenging projects that the Corporation undertakes. Individual or Candidate would effectively, lead, develop, update, review, and maintain cost and affordability models as well as efforts to collect, normalize, and analyze complex data, including:

Responsibilities include:

  • Developing Rough Order of Magnitude (ROM) cost estimates from historical actuals

  • Compiling cost, schedule, and technical elements in the development of proposals in accordance with request for proposal (RFP) specifications and other customer requirements

  • Researches and analyzes historical data, develops cost models to support proposal efforts

  • Developing Life cycle cost estimates

  • Analyzing Cost estimating methodologies, relationships and model development

  • Developing or supporting Cost databases (including data collection, validation and normalization techniques)

  • Coordinates activities and participates in customer fact-finding meetings

  • Participates in should-cost and pricing reviews with management and customer representatives

  • Ability to understand and apply statistical concepts for risk quantification exercises

Basic Qualifications:

  • Bachelor's Degree

  • 6years of proposal analyst experience and or cost modeling engineering related experience; 4 years of experiencewith a Master's degree

  • Ability to perform and apply cost accounting, pricing and estimating concepts and principles

  • Proficiency with MS Office Suite, specifically Excel, PowerPoint and Word

  • Must have an Active DoD Top Secret Clearance to start

Preferred Qualification:

  • Software development experience
