Northrop Grumman Proposal Analyst 2 in Redondo Beach, California
Northrop Grumman Aerospace Systems (NGAS) is currently seeking a Proposal Analyst to support Research and Technology (R&T) and Space Systems programs within Global Supply Chain Business Management.
This Estimating position will
Work concurrently with Program & Proposal Management (PM), Global Supply Chain, Engineering, Operations, Pricing and Contracts
Reports to the Global Supply Chain Business Manager, Material Estimating
Contribute in the developing and costing the Bill of Materials (BOM) for the Global Supply Chain Business Management organization in support of Northrop Grumman Aerospace Systems (NGAS) Proposals to our customers and in compliance with FAR/TINA and NGAS estimating standards and procedures
Be responsible for estimating and costing development and production type BOM's with moderate degrees of complexity and risk including utilizing appropriate methodology and rationale
Be performed under limited direction of more senior estimating team members to determine approach to objectives, demonstrating an understanding and application of basic principles, concepts and practices
Allow the candidate to provide guidance to and check work of less senior estimators on mechanics of tasks and strategies employed
Material Estimators responsibilities will include, but not limited to performing the following in support of the cost Proposal (85%):
Reads and understands RFP requirements and understands ground rules/assumptions used in proposals.
Works with Engineering to obtain the latest BOM to determine BOM requirements based on the statement of work including any materials not identified on the latest BOM
Consolidate Bill of Material requirements in support of price/cost analysis
Analyzes specifications, including sketches, blueprints, bills of material, or sample layouts, and calculates production costs using labor and material pricing schedules and historical data
Reviews quotes received and populate the PBOM
Incorporates escalation and quantity variance curve factors and extended costs for required quantities
Provide cost analysis in support of program objectives
Analyze data such as direct labor hours, past performance, costs of previous procurements, and/or comparison to similar items/scope
Research and analyze historical data and develop cost models to support proposal efforts
Produces BOM Addendums and other schedules for customer submittal
Responsible to ensure compliance with FAR/TINA requirements on proposal substantiation, basis of estimates, fact-finding, and negotiations
Respond to requests for information in support of internal and external customers/auditors
Participate in should-cost and pricing reviews with management and customer representatives
Material Estimators responsibilities will include, but not limited to performing tasks that maintain pricing systems and procedures (15%).
Collects, analyzes and stores data for estimating and analysis.
Keeps current with federal acquisition (FAR) regulations and customer requirements.
Assists in developing, maintaining and monitoring estimating and estimating standards, procedures and processes.
Conceives and plans process improvement projects involving the development of new approaches and methods to attain objectives.
May provide input to department objectives and long-range goals.
Keeps current with programs, customers and NGAS program teams.
The successful candidate will possess the following:
Ability to analyze and manipulate excel reports
Good oral and written communication skills
Function well in a team environment
Ability to multitask within a dynamic environment is critical.
Intimate background with GSC Subcontract/ Procurement requirements, FAR proposal adequacy and execution requirements, Prime proposal SOW/RFP requirements
Ability to prepare and presents findings to management, contract personnel, proposal coordinators, customer representatives, and price auditors
Bachelor's Degree and a minimum of 3 years' relevant experience, or Master's degree with 1 year relevant experience in one or more of the following:
price/cost analysis, material estimating, project management, proposals, accounting, finance, cost estimating, pricing, procurement, engineering, contracts, material requirements planning, Material Shortage management, scheduling, or subcontracts
MS Office skills including Excel, Word, Access and PowerPoint
Requires a willingness and ability to work extended hours when proposal schedules necessitate.
Bachelor or Master's Degree with a business or engineering related emphasis
Familiarity with the concept and application of indentured drawing requirements
Intermediate level Excel knowledge (SUMIF, VLOOKUP, combination formulas, etc.).
Understanding of applicable FAR regulations plus a strong knowledge of current TINA disclosure requirements.
Material estimating experience in aerospace, government contracting environment
Good with data organization and in writing estimating rationale
Previous experience with SAP
