Northrop Grumman Aerospace Systems (NGAS) is currently seeking a strong Proposal Analyst 2 (GSC Material & GSC Labor Estimator) to join our F-35 team of qualified, diverse individuals in Redondo Beach, California.
The individual in this role will develop, plan and schedule Federal Acquisition Regulation (FAR) compliant F-35 Global Supply Chain (GSC) estimates in response to internal Request for Estimates (RFE) to support customer Request for Proposals (RFP).
This role includes but is not limited to:
Compiling GSC cost, schedule and technical elements in the development of estimates in accordance with RFE/RFP requirements
Researching and analyzing historical data and developing cost models and/or Cost Estimating Relationships/Factors (CER/CEF) to support proposal efforts. Coordinating activities with GSC functional departments such as obtaining supplier quotes through Supplier Management, working with GSC functional departments on labor estimates and ensuring Price/Cost Analysis Reports (PCAR) are completed in a timely manner.
Generating Task Descriptions and Basis of Estimates (TD/BOE) with Rationale and time-phasing based on Statement of Work (SOW) requirements using actuals, cost models or other data (e.g., supplier proposals, PCARs, Long Term Agreements, etc.).
Generating Bills of Material (BOM), Consolidated BOMs (CBOM), Termination Liability Profiles and supporting data for proposals.
Preparing and presenting signoff packages to management for approvals
Participating in post-estimate program reviews, customer fact-finding, DCAA/DCMA audits and customer negotiations
Bachelor'sDegree with a minimum of6 years of financial analysis experience, Master's Degree with4 year of experience
The Ideal candidate would possess estimating skills such as:
Understanding of F.A.R. Part 15
Ability to pull actuals (SAP a plus) and analyze actuals for use in proposal
Strong Excel Skills (e.g., power queries/pivots
Ability to evaluate RFE SSOWs and relate to GSC departmental SOWs
Ability to document and support a Task Description and Basis of Estimate that complies with the Proposal and FAR requirements
Familiarity with application of terms like:
Equivalent Person (EP)
Level of Effort (LoE)
Cost Estimating Relationship (CER)
Work Breakdown Structure (WBS)
Summary Cost Elements (SCE)
Improvement Curve Theory / Learning Curves, etc.
