Northrop Grumman's Strategic Space Systems Division (SSSD) is seeking a Principal Proposal Analyst to join our team of qualified, diverse individuals in defining the future at the Redondo Beach, CA location. The ideal candidate will posses leadership qualities, be an excellent communicator and able to meet deadlines in a challenging, multi-tasking environment.
Responsibilities include:
Lead/supports proposal activities of diverse and inclusive teams with high levels of engagement and collaboration with other team members
Reviews and analyzes DRFP/ RFP/Change Orders to determine/develop the costing requirements and goals
Organizes and estimates initial ROM, BPEs, or cost targets for medium/large efforts
Foresees and identifies potential problems (understands impacts to other areas)
Reviews Task Description/Basis of Estimate for compliance and adherence to the program or capture plan (analogous, parametric, CERs and engineering estimates)
Generates and maintains proposal data files in Propricer and Proposal Integration Folders
Develops compliant estimates and cost volumes according to company and Government policies and procedures
Performs Regression Analysis and single variate CER equation development
Proficient with automated systems and other tools
Populates existing models with updated information and/or creates report ready spreadsheet tables/graphs
Supports Color team reviews and performs estimate crosschecks and the collection and preparation of cost issues, opportunities and risks for briefings
Supports customer fact finding, updates, and corrective actions
Participates as a member of the contract negotiations team
Performs Certifications Sweeps and process for certifying proposals
Supports Customer/Government Audit on a periodic basis
Investigates issues, analyzes possible alternatives, and resolves the root cause of problems and follows through on actions
Actively pursues problem solving opportunities and suggests/implements work-around solutions to improve proposal process
Offers assistance to co-workers and recognizes when work can be shared to better meet deadlines/goals
This position requires the incumbent to be be able to obtain a Department of Defense (DoD) Top Secret (TS) clearance and/or Sensitive Compartmented Information (SCI) clearance to include an Single Scope Background Investigation (SSBI).
Qualifications:
Basic Qualifications:
Bachelor's Degree with 5 years of combined experience in Business Management, Contract Management, Proposal and/or Pricing/Estimating experience OR Master's Degree with 3 years of stated experience
Intermediate level of proficiency with MS Office Suite, specifically Excel, PowerPoint and Word
Ability to obtain DoD Top Secret clearance and/or SSBI/SCI clearance
Preferred Qualifications:
Ability to create automation tools for the overall Pricing and Estimating team to minimize required administrative tasking and focus on estimating and analysis
Experience with BOE.net
Degree or some prior experience/background in quantitative study or field (e.g. econometrics, quantitative finance, statistics, applied or theoretical math, data science or machine learning)
An active DoD Top Secret clearance and/or SSBI/SCI clearance
