Northrop Grumman Aeronautics Systems has an opening for a Pricing and Estimating Manager 2 to join our team of qualified, diverse individuals. This position will be located in Redondo Beach CA.
The Strike - AP and R&T Pricing and Estimating (P&E) Manager will cover the operations aspect for these two dynamic and fast-paced business areas, which cover areas of new and emerging technology and help to ensure the future of our company by bringing in new contracts and challenges. The P&E manager will assist in the day-to-day oversight of staff and will align various resources and conflicting deadlines to ensure 100% compliance, on time delivery, and customer and internal satisfaction for a variety of different proposal efforts. This area will give exposure to a variety of different customers, contract types, and new experiences. This is truly a business unit where everyday is a new discovery and challenge. P&E manager will act as a key contributor to the success of the overall business unit and evaluate the business deal for potential work and requires a keen eye for detail and shortfalls within business planning and proposal scheduling to ensure that we are able to successfully and profitably execute all efforts we pursue.
Day to day operations include attendance of Bid Evaluation Board (BEB) meetings, proposal submittal signoff meetings, cost volume and BOE evaluation, assisting various team members with specialized pricing topics and meetings, and working with engineering on various cost volume related topics. Estimates labor and material costs of manufacturing and engineering based on request for proposal (RFP) data submitted by prospective customers. Analyzes specifications, including bills of material, Labor Basis of Estimate inputs, and interviews stakeholders to ensure customer requests are fulfilled using labor and material pricing, schedules, and historical data. Collects cost data from functional representatives, subcontractors, and vendors. Computes cost estimates of raw materials or subcontracted work and labor. Prepares and maintains historical cost data. Creates cost models for cost estimating elements. Prepares cost reports and presents findings to management, contract personnel, proposal coordinators, customer representatives, price auditors, vendors, and subcontractors. The team is focused on learning new skills and creating tools for operational efficiency and agility in areas such as automation and job process streamlining. Business case analysis and supplier discussions as well as customer interactions and negotiations are all in the scope of any given day. Bachelor's Degree from an accredited university and 5+ years of combined experience in Pricing & Estimating, Business Management, Contract Management, or Proposal experience OR
Master's Degree from an accredited university and 3+ year of combined experience in Pricing & Estimating, Business Management, Contract Management or Proposal experience.
Must be able to analyze or assign resources to proposal schedules quickly and accurately to allow for on time completion of multiple competing tasks.
Working knowledge of the key components of a Cost Volume and bases of estimates any potential flaws/shortcomings.
2+ years of leadership experience with the ability to help coach and manage various personnel from a variety of different skill levels in a variety of topics on a daily basis.
2+ years of working knowledge of the government regulations FAR and DFAR.
Experience working within Proposals
Experience working with Competitive Proposals
Experience in RFP assessment and evaluation for specialized topics or requirements
Working knowledge of the latest trends in Pricing and Estimating and experience generating tools and processes that help to streamline and automate the repetitive administrative tasks that occur in daily business operations
Knowledge of various estimating approaches (Bottom's Up, Parametric, Analogous, Level of Effort)
Keen eye for detail and a working knowledge of Rates, SEEFs, and application of Rates for proposals
Knowledge of parametric modeling or regression analysis
Proficient in using ProPricer
Experience conducting cost analysis and risk modeling
Excellent oral and written communication skills
Ability to effectively manage competing priorities and deadlines
Ability to handle multiple tasks in a fast paced environment
A working knowledge of various pricing techniques and approaches is preferred as we cover a variety of different contract types, customers, with unique and challenging requirements.
Ability to obtain a DoD Secret or Top Secret/SCI level security clearance, to include a Single Scope Background Investigation, a periodic reinvestigation, or an original adjudication date completed within the last 6 years
Excellent problem solving and organizational skills.
