The Infrastructure and Mechanical Integration Labs (I&MIL) department is seeking a Department Manager (Manager of Mechanical Engineering 3) to lead a team of 100-150 employees. This department is part of the Systems Integration Test and Evaluation (SIT&E) Space Park Center of Excellence within Research Technology and Engineering (RT&E).
You will be able to communicate a clear department vision and strategy in synch with parent organizations, emphasizing accountability. Department responsibilities and oversight include, but are not limited to:
Support to the Factory Modernization effort from conception to implementation. This includes design optimization and deployment of new technologies used during pre-production planning, production, asset tracking and scheduling, costing and financial management.
Management consolidation, disposition and relocation of tooling in the current warehouses. Actively participate in the effort to close C5 located in Carson by the end of 2020.
Area Management of SIT&E facilities using efficient and consistent practices
Hardware Management in support of program execution
MLI blanket design fabrication and installation supporting existing and new programs
Understanding program ordinance requirements, recommendations and research for innovative new technologies, pre-delivery validation and on-sight pre-launch finalization
Critical alignments and measurement of space vehicles, sub-systems and components
Seeking out other opportunities such as new business through active participation with Aerospace Services
Under the department manager's direction, the team is responsible for executing test plans, following process, procedures and training protocols. Your responsibilities will include:
Staffing to meet programs schedules
Training, development, goal setting, employee engagement, cross-training, succession planning and team building
Driving process improvements and affordability
Evaluating utilization costs and effective process execution
Coordinating with both functional and program leadership to determine equipment needs and management of capital requests
Maintaining and upgrading of capital assets
Developing and updating Documentation, procedures and written requirements
Participating in the Process Working Group (PWG)
Implementing Defense Federal Acquisition Regulation Supplement (DFARS), computer security and InfoSec compliance and upgrades
Leading direct and indirect budgets including OPM and NCTA

Bachelor's degree in science, technology, engineering or math (STEM) from an accredited institution
Minimum of 7 years related experience
Current DOD secret & SSBI/SCI clearance
5 years of experience in functional management of exempt and non-exempt employees
Master's degree in a STEM field or MBA
Excellent leadership, interpersonal, written and verbal communication skills
Ability to travel as required (minimal)
