Northrop Grumman Enterprise Services Program Manager in Redondo Beach, California

Northrop Grumman is seeking a Staff (T05 level) Enterprise Services Program Manager (ESPM) in support of NGAS Space Systems Division (SSD) programs in the Redondo Beach, CA area. The ESPM leads all aspects of implementing innovative information technology (IT) solutions that deliver value and enable SSD strategic business initiatives. This includes leading all IT strategic planning and implementations, as well as day-to-day IT activity across SSD programs. In addition, the ESPM, in coordination with Enterprise Services service lines, is accountable for the delivery of all services that ES provides, including Service Center Operations, Information Security and Security.

As an integral member of the NGAS Space Systems Division (SSD) Leadership and Program Integration team, the Enterprise Services Program Manager (ESPM) is the focal point and ambassador for the ES organization and all services that ES provides. The ESPM works closely with other Functions and Shared Services teams, including Facilities, Physical Security, InfoSec/Cyber Security, Infrastructure Services, IT Operations and Application services, to securely deploy, maintain and optimize IT services that enable SSD classified and unclassified operations. The ESPM also leads the important roles of IT governance (chairing infrastructure design reviews and change boards), Cost Account Management (financial budgeting and performance management), Business Continuity Planning (developing and testing Information Systems Continuity Plans), Proposal Development (IT solutions design and pricing for new IT statements of work), and Crisis Management planning and incident recovery.

NOTE- This position is dependent on a future proposal/task award. Candidates must be able to accept a 'contingent offer of employment' with a start date TBD based on that future program award.



Basic Qualifications :

  • PhD with 9 years of IT experience; OR a Master's degree with 12 years of IT experience; OR a Bachelor's Degree with 14 years of IT experience is required

  • Must have experience in project management, cost accounting, and/or program scheduling/budgets

  • Experience providing strategic direction regarding IT products, processes, applications, and/or technologies is required

  • Must have familiarity with technical solutions, infrastructure implementations, process/project documentation, and/or liaison interfacings for large enterprise organizations

  • Experience in briefing and interfacing with executive leadership (i.e., Sector Presidents, Division Vice Presidents, and/or service line Vice Presidents or Directors) is required

  • Must have experience using the following MS Office Suite tools: Word, Project, PowerPoint, Outlook, and Excel

  • Candidates must have a current Top Secret/SCI access level in order to be considered

  • Must have the ability to obtain, and maintain, access to Special Programs as a condition of continued employment

Preferred Qualifications :

  • Master's Degree in Engineering Management, Information Systems, Systems Engineering, Network Engineering, or other STEM related degree is preferred

  • Familiarity with Northrop Grumman space business, space government customers, and space program disciplines highly desirableBroad background in IT Infrastructure, business applications, and operations

  • Ability to perform risk & opportunity analysis, and prepare detail cost and technical proposals

  • Earned Value Management Systems (EVMS) knowledge, skills, and experience would be nice to have

  • Customer-focused with proven leadership and excellent communication skills and with ability to drive cross functional teams to action when working in a matrix organization

  • Self-starter who works quickly and effectively, can get up to speed with program processes quickly and enjoys a fast paced, dynamic environmentEntrepreneurial spirit, and ability to challenge the status quo while providing innovative solutions to complex IT requirements
