This position seeks a motivated, self-starter industrial security analyst to support an DoD/SAP program. The experienced candidate will implement and enforce program compliance with all applicable government industrial security guidelines, contractual security requirements, company policies, and procedures to including evolving customer requirements for several company locations. Primary focus for this position is to perform transmission and transportation preparations for classified materials. Will be responsible for administering courier services, receipt, dispatch, maintenance of access, accountability, and inventory records for SAP material, prepares transportation plans as required. This position prepares and revises CONOPS, SOPs and assists in establishing procedures for handling, storing, and keeping records with working knowledge of DoD 5205.07 SAP Manuals volumes 1-4, National Industrial Security Program Operating Manual (NISPOM) and/or applicable customer security policies and procedures. The candidate must have outstanding customer service skills that include solid written communication, active listening, empathy, problem-solving, dedication, time management as this is a fast-paced, high-profile program requiring candidates to create, maintain, and leverage working relationships with internal and external customers.
Your essential job functions will include but may not be limited to:
Oversee classified security programs and provide expertise in all security functions in accordance with the DoD Special Access Program (SAP) Security Manuals (DoD Manual 5205.07 Volumes 1-4), as well as other applicable government or customer contractual regulatory guidance and directives .
Ensure compliance with government and corporate security policies/procedures.
Ensure adherence to contractual guidance for classified programs and cleared facilities in accordance with DD Form 254, DoD Contract Security Classification Specifications guidance.
Assist program managers and professional staff in the interpretation, application and compliance with program Security Classification Guides (SCG).
Maintain accountability of TOP Secret classified material or classified media as required by contract(s).
Manage inventory of accountable holdings in accordance with the policies and procedures; prepare and submit status reports to applicable government agencies; administer and manage classified destruction program; serve as the focal point for receiving, processing, distributing, and controlling all classified documentation (hard copy and electronic media) entering or leaving the facility, including electronic data transfer; maintain suspense copies of all material transported via courier and perform follow-up, as needed.
Provide program security and personnel security (PERSEC) support to include but not limited to review and process required documentation in support of the DoD, SAP and/or SCI nomination processes; prepare and administer program indoctrination and debriefings; access, review and submit clearance/access information using DISS, JADE, SIMS and other information systems; maintain PERSEC databases in accordance with customer tracking requirements; maintain and operate document control register/database; process and manage incoming and outgoing visit authorizations and visitor control.
Provide facility security administration, documentation and management support: draft and implement Standard Operating Procedures (SOP); conduct DoD, SAP security program self-inspections.
Ensure the development, documentation, and presentation of classified security education, awareness, and training activities.
Analyze, investigate, and resolve classified security issues while providing leadership and guidance to employees, supervisors, managers on actions(s) to be taken to ensure compliance with the classified security program.
Maintain liaison with government agencies, external customers, contractors, employees, and managers.
Review and verify personnel security clearances and SAP accesses through queries to government security databases and systems.
Generate and/or review Program Access Request (PAR) packages; ensure all required information is included including currency of information, completeness of forms, and inclusion of required signatures. Generate Program Indoctrination Agreements (PIA), provide to briefer/debriefer, and/or execute briefs/debriefs on behalf of the government security team.
Implement policies and procedures for responding to security incidents, and for investigating and reporting security violations and incidents.
Basic Qualifications:
Candidate must be a US Citizen, have an U.S. Government TOP Secret security clearance current within 6 years and be able to meet the special access eligibility requirements of DoDM 5205.07 Volume 2.
Three years of relevant security experience with a Bachelor's degree, or 1 with a Master's degree. In lieu of a degree, an additional four years of related experience may be considered.
Experience is data entry or Document Control
Exposure and experience working with management and customers including; material custodians to maintain inventory records.
Preferred Qualifications:
SCI / SAP access/experience.
Center for Development of Security Excellence (CDSE) Industrial Security Courses/Certifications
Experience utilizing DoD and database systems of record such as SIMS, DISS, JADE.
Prior program security (Collateral, SAP, or SCI) experience.
Possess excellent interpersonal skills to include working with senior leaders/managers, customers, employees, and security personnel; Ability to work independently and as part of a team.
Strong computer skills including proficiency with Microsoft Office Suite; Effective written communication skills, report writing, and presentation skills.
Classification review experience.
Organized and efficient at time management.
Ability to work independently and follow projects through to completion.
Ability to multi-task and meet deadlines.
BS/BA degree (Security Management, Criminal Justice, or a related field)
Salary Range: $70,200 - $105,200
Employees may be eligible for a discretionary bonus in addition to base pay. Annual bonuses are designed to reward individual contributions as well as allow employees to share in company results. Employees in Vice President or Director positions may be eligible for Long Term Incentives.
