Job Description:

Northrop Grumman Technology Services is seeking a Budget Analyst3 to assist with Business activities located in Palmdale, Ca. This position reports to the AS2 Business Manager and partners with the Restricted Programs Business Manager, Program Manager and his/her direct reports to support a team-based material organization.

Responsibilities include:

  • Compiles and reviews budgets for corporate or organizational units using actual performance, previous budget figures, estimated revenue, expense reports, and other data sources to control funds and provide for proper financial administration.

  • Prepares financial charts and reports to ensure that budget is within negotiated and agreed-upon parameters in support of program management and program reviews

  • Monitors implementation of financial policies, prepares regular and special-purpose reports, maintains historical records, analyzes trends, and establishes cost rates and personnel forecasts.

  • Recommends and interprets budgetary policies and procedures; Incorporate contractual changes into forecast by staying aware of outstanding work against each contract to maintain realistic contract cost baselines.

  • Prepares comparative evaluation of actual costs against budgeted funds, and determines rationale for variances between costs and budget and provides corrective action plans to ensure efficiency.

  • Ensure adequate funding availability by maintaining accurate records of expenditures, and submitting timely requests for additional funding.

  • Interface with applicable customers (internal and external) and assist with any urgent financial data requests.

  • Participate in proposal efforts by providing financial data, trend analyses.

Basic Qualifications:

  • Bachelor's degree inAccounting, Finance or related disciplineand 6 years of experience or a Master's degreeand 4 years of experience or an additional 4 years of relevant experience may be used in lieu of a degree.

  • Ability to work under only general supervision.

  • Demonstrate proficiency in Microsoft Office suite, SAP, MAXIMO and Passport.

  • Demonstrate ability to collaborate in a team environment.

  • Demonstrate working knowledge of Procurement Process.

  • Able to prioritize and adjust tasks to accomplish the program results.

  • Able to prepare and analyze data and figures.

  • Ability to comprehend and analyze complex problems and develop solutions.

  • Able to perform work in an approved environment during specified work hours.

  • Must be willing to work a flexible work schedule that may include extended shifts, holidays, and weekends.

  • US Citizenship required.

  • Must possess an active DoD Secret security clearance and have the ability to maintain that clearance.

  • The ability to obtain and retain Special Program access clearance within 365 days from submission.

Preferred Qualifications:

  • MBA or CPA certification.

  • Working knowledge of EVMS as applied to major government contracts.

  • Working knowledge of MS Project and BW.

  • Excellent organizational and prioritization skills.

  • Comfortable networking and interfacing with employees of other organizations.

  • Ability to change physical locations based upon need.

  • Understanding of DOD contracts, government Cost Accounting Standards, Commercial contracts, Commercial contracts, the FAR and ISO 9001.

  • Active DoD Top Secret clearance, desired.
