Northrop Grumman Contracts & Pricing Manager 2 in Oxnard, California

Astro Aerospace, a Strategic Business Unit of Northrop Grumman Aerospace Systems, is currently in search of a Contracts & Pricing Manager 2 to support our Business Management group in our Oxnard, CA, facilities. The Contracts & Pricing Manager will be responsible for the following:

Contract Management

  • Reviews, drafts, revises and negotiates contracts. Monitors contract performance and compliance, advises senior management on both government and commercial contract requirements and procedures.

  • Supervises proposal preparation; executes non-disclosure agreements (NDAs), reviews and provides terms and conditions to strategies, oversees contract modification, direct IWO administration; settles disputes regarding contractual interpretation, conditions or compliance with legal requirements.

  • Complies with Federal Acquisition Regulations (FAR) and FAR supplements and other contract terms and conditions.

  • Oversees the contract change process, develops strategies for negotiation in alignment with company objectives and leads negotiations for complex contracts.

  • Negotiates contracts and escalates complex legal and factual issues to assist in resolution.

  • Communicates and manages workflow of all contract stages.

  • Prepares metrics on contract operations for reporting to management.

  • Stays current with new laws and proposed legislation, inform your team, and interprets the potential impact on current and future contracts.

  • Leads special contract-related projects as necessary. Provide input and instruction to all functions that support ongoing contract administration process.

Price & Cost Estimating Management (review & assign staff to)

  • Estimates labor and material costs of manufacturing and engineering based on request for proposal (RFP) data submitted by prospective customers.

  • Analyzes specifications, including sketches, blueprints, bills of materials, or sample layouts, and calculates production costs using labor and material pricing schedules and historical data.

  • Collects cost data from functional representatives, subcontractors and vendors.

  • Computes cost estimates of raw materials or subcontracted work and labor.

  • Prepares and maintains historical cost data.

  • Creates cost models for cost estimating elements.

  • Prepares cost reports and presents findings to management, contract personnel, proposal coordinators, customer representatives, price auditors, vendors and subcontractors.

  • Conducts briefings and participates in technical meetings for internal/external representatives.

  • Keep current, create, update, and manage assigned policies and procedures.

Basic Qualifications:

  • Bachelor's Degree in Business Administration, Business Law, Finance or related field.

  • Must have five (5) to ten (10) years of experience drafting and negotiating complex contracts and agreements. Experience within an aerospace environment desirable.

  • Advanced proficiency using Microsoft Office (Word, Excel, PowerPoint).

  • Ability to apply valuable knowledge of Federal Acquisition Regulations (FAR), procurement, ethics, government property, intellectual property, export licensing restrictions, and Truth in Negotiation Act (TINA).

  • Understanding of the procurement process, from requisition to contract enforcement.

  • Experience directly supervising staff and providing objective-oriented direction utilizing management guidelines and general policies.

  • Experience supporting cross-functional work environment, for example (but not limited to) Program Management and Cost Management interfaces, which address program contract needs and scope-creep by containing the statement of work to the four corners of the contract; and EVMS requirements on a large system development-type contract.

  • Participation in various reviews such as Senior Management Review, Non-Advocate Reviews (NAR), support Independent Cost Evaluation (ICE), and input to Risk Reviews Boards, etc.

  • Ability to communicate effectively with both internal personnel and outside customer representatives at various management levels concerning operations or scheduling or specific phases of projects or contracts.

Preferred Qualifications:

  • MBA or JD.

  • Experience using ProPricer.
