Northrop Grumman Technology Services (TS) is seeking a highly motivated Manager Subcontracts Administration I, to be responsible for managing all aspects of the procurement life cycle for various efforts in support of Aircraft Sustainment & Modernization Center, and Programs requiring interim, specialized, surge GSC Project Management support. This position is based in Oklahoma City, OK.

This position will be executed with a special emphasis on Special Projects in support of programs on an as-needed, as-identified basis. Examples of these Special Projects include:

  • Major subcontractor closeout efforts

  • PO Conversion projects

  • Rotational procurement support for Programs

  • Commericiality determinations

While primarily focused on managing specific efforts for ASMC, this position will also be tasked routinely with Project Management for special projects to address urgent requirements. To that end, the identified candidate shall:

  • Manage sourcing and purchasing requirements for materials, commodities, parts, services and/or supplies for specific programs, including supplier proposal assessments, initiating orders, approving supplier reimbursement and ensuring compliant file documentation related to all procurement actions

  • Demonstrate and educate audience as to the competitive market and unique program requirements by drafting and presenting reports demonstrating the competitive landscape, opportunities and challenges related to price trends and availability

  • Manage price analysis efforts to understand and influence factors that affect prices and recommend solutions that ensure best value selections with regard to quality, reliability, and ability to meet required schedules.

  • Responsible for daily operations of a team or work unit (direct supervision of the staff, assignment of work, schedules, day to day workflow, and operating costs). Responsibilities include managing and directing resources in support of all aspects of performance on a delivery order or subcontract.

  • Train and mentor new GSC personnel to conform to all internal and external regulatory requirements,

  • Negotiates and coordinates additions, deletions, or modifications to subcontracts.

  • Participates with contracts administration and purchasing to develop subcontract policies and procedures.

  • Manages team professional development to accomplish execution of above requirements.Accomplishes tasks mainly through direct supervision of nonexempt and entry-level exempt employees.

Basic Qualifications:

  • Bachelor's degree and 6 years direct subcontracting/procurement experience, or Master's Degree and 4 years’ experience.

  • Three (3) years’ experience in a Projects Management and/or Team Lead role

  • Three years’ experience supporting ad hoc, special projects

  • Advanced understanding of FAR/DFAR requirements applicable to the defense industry.

  • Proficiency with Microsoft Office suite.

  • Ability to perform moderately complex professional tasks.

  • Ability to develop solutions to problems of moderate scope and complexity.

  • Ability to work under only general supervision.

  • Ability to work with multiple internal customers from various levels within the organization

  • Active Secret level security clearance

  • US Citizenship required

Preferred Qualifications:

  • Three years’ experience with major subcontractor closeout

  • Demonstrated advanced understanding of Northrop Grumman's procurement regulations requirements applicable to the defense industry.

  • Experience with SAP
