Northrop Grumman's Armaments Systems Business Unit is looking for a Program Manager Level 3 to manage the LW30 Cannon Portfolio of products and support the Medium Caliber Guns Operating Unit in Mesa, AZ. This position will be located in Mesa, AZ.
The position's primary responsibilities will focus on internal execution of development contracts by leading an established Integrated Project Team (IPT). The selected candidate will further support financial planning, reporting on program execution, growth and retention of Intellectual Property (IP), and supporting proposal activities related to the product portfolio.
Program Managers are responsible for leading all phases of the program life cycle from inception (proposal development) through startup, execution, and completion (contract closeout). Primary responsibilities are the management of scope, cost, schedule, and technical performance of company programs or subsystems and include, but are not limited to:
Managing the daily execution of programs within the construct of the product portfolio and the Guns production system
Cultivating customer relationships and intimacy to develop further opportunities within the customer community
Establishing and clearly communicating program objectives and performance to Guns Operating Unit and Business Unit leadership
Developing new business opportunities through long term strategic planning, capture planning, and development of proposals and business plans
Establishing a program organization that effectively addresses customer requirements and incorporates the necessary internal and external sub-organizations
Leading and directing cross-functional Integrated Program Teams (IPT) to meet program cost, schedule and technical performance objectives
Participating in the negotiation of contracts, contract changes, specifications, operating budgets, schedule milestones, and key terms and conditions
Establishing design concepts, criteria, and engineering efforts for product research, development, integration and test
Establishment and management of the program and subordinate baselines
Development and adherence to budget baselines utilizing Earned Value Management (EVM) or similar cost & schedule control methodologies and tools
Managing suppliers to meet program objectives
Ensuring program team understands and adheres to contract scope, and manages change through control board activities
Development and adherence to master plans and schedules
Conducting thorough risk & opportunity management practices including identification, mitigation and realization
Job Qualifications:
Basic Qualifications:
Bachelor's Degree and 10 years, or Master's and 8 years' experience supporting U.S. Government or commercial contracts and customers and/or project management in other industries
3-5 years program management experience
Demonstrated ability to manage revenue, profit and cash performance of programs
Master of project management skills and techniques including work breakdown structures, integrated master scheduling and earned value management.
Demonstrated experience working with customers to ensure project success.
Strong formal and informal communication skills with all levels of internal and external management
Defense Industry and DOD contract experience desired
Familiarity with mechanical and electrical engineering processes and other specialty engineering activities within the product development process.
Ability to manage risk to reduce likelihood and severity of program impacts
Ability to operate in a dynamic, fast-paced work environment
Strategic thinker with excellent organizational skills
Experience writing statements of work and estimating project scope.
Able to obtain a DoD Secret Clearance
Able to travel both international and domestically up to 25% of the time
Preferred Qualifications:
Master's degree or MBA
Engineering or technical background
International business experience desired
Prior experience with large or medium caliber military armaments
Prior management of Internal Research and Development (IRAD) programs
Salary Range: $152,100 - $228,100
Employees may be eligible for a discretionary bonus in addition to base pay. Annual bonuses are designed to reward individual contributions as well as allow employees to share in company results. Employees in Vice President or Director positions may be eligible for Long Term Incentives.
