Proposal Analyst 2
Develops, plans and schedules proposals. Compiles cost, schedule, and technical elements in the development of proposals in accordance with request for proposal (RFP) specifications. Coordinates the collection and accumulation of cost, scheduling, and performance elements from functional departments. Researches and analyzes historical data, develops cost models to support proposal efforts. Coordinates activities and participates in fact-finding meetings. Participates in should-cost and pricing reviews with management and customer representatives. Participates as a member of the contract negotiating team.
Minimum of 3 years of combined experience with a Bachelor's Degree or1 years of combined experience with a Masterâ€™s Degree in any of the following: Pricing, Finance, Contracts Administration, Project Management, Accounting, Business Management, or Proposals.
Minimum of 1 year experience with Business Management software tools â€ such as Excel, ePrice, ProPricer, EVMS, SAP, or BOE (Basis of Estimate) tool
Minimum of 1 year experience with MS Excel â€ Must have created pivot tables or graphs from scratch
Must be a US Citizen eligible for DoD Security Clearance
Bachelors or Master Degree in Accounting, Finance, or Business Management
Experience building and utilizing Excel models to support pricing scenarios and non-traditional business cases.
Knowledge of FAR/DFARS to include FAR 15.408 Table 15-2
Familiarity with Northrop Grumman pricing and estimating tools
Familiarity with Northrop Grumman policies and procedures
Active DoD Secret or Top Secret Clearance
