Northrop Grumman Aeronautics Systems - Logistics Planning and Integration Department is seeking a Product Support Planning/Integration and Proposal Support Manager 2 in the Logistics and Modernization functional homeroom. This position will be located in Melbourne, FL.
The Manager will lead a group of Project Managers whose responsibilities include management of: action items, Risk, Issues, Opportunities, cost/schedule, internal change boards, deliverables, and IPT Operations, for a restricted program. This position is a hybrid role, consisting of direct support to programs and people management.
Crucial Functions include but not limited to:
Provide leadership and direction to team members, ensuring members have sufficient statement of work
Key knowledge of the responsibilities of Cost Account Managers and output products, status, and reports.
Support in the facilitation of customer contact for logistics program activities, leading logistics program review sessions with customer to discuss cost, schedule, and technical performance
Lead employee performance (including engagement strategies for high performers and corrective actions for lower performers)
Coordinate with programs to ensure appropriate staffing/de-staffing actions are developed and executed relative to their team, and ensuring their employees are familiar with and use required cost/schedule management tools
Act as the first point of contact for issues on programs involving team members and will make decisions regarding required critical issues and resources required for resolution
Participate in recruiting and hiring, day-to-day support for the operation of the functional organization and resolving critical/urgent program/technical issues
The talent to recognize and respond to customer needs in order to develop additional sales that support organizational objectives
You should be able to lead communications with stakeholders through organized processes to ensure that program information is defined, collected, shared, understood, stored and retrieved in a manner that effectively meets program and entrusted party needs
The leader will have the capability to identify and address program impacts through a systematic, pre-emptive, approach to issue and problem resolution that identifies, communicates, monitors, and promptly resolves conflicts across all levels of the program
The experience to establish and apply a technical performance baseline to monitor and compare key program technical performance measures, assess program and product status, and take appropriate action to maintain conformance with the baseline.
The skill to apply knowledge, insights and understanding of business and financial concepts, tools and processes to the benefit of program decisions, actions, and performance.
Bachelor's degree in Supply Chain, Finance, Economics, or other business field OR a Bachelor's in a Science, Technology, Engineering or Mathematics (STEM) degree and 9 years' of experience supporting Department of Defense, Government contracts, or project management in other industries, OR a Master's degree and 7 years' in the same supporting experience above
5+ years of quantifiable experience in the administration and execution of business proposals, review and preparation of basis of execution (BOE) tasks and estimating, estimating resource requirements, creating WBS' and technical outlines, leading funds and submitting quality winning proposal products.
3+ years of managing a team through planned scheduling, implementation of an integrated schedule, and preparations such as Independent Review Team (IRTs) and Scheduled Risk Assessment (SRAs).
5+ years of demonstrated success aligning teams, organizations or employee resource groups to achieve a common goal
5 + years of proven experience leading the performance of tasks on schedule, at cost and achieving all requirements as either project lead, integrated program team or cost account manager
Must-have an Active, In-Scope DOD Secret Security Clearance or higher that has been granted / renewed within the last 5 years
Must-have the ability to obtain and maintain Special Access Program (SAP) clearance
Solid understanding of the Elements of Logistics and direct collaborate with the major commodities of a Product Support Team.
Current Special Access Program (SAP) clearance
Experience implementing and maintaining an Earned Value Management (EVM) System
Experience as a Cost Account Manager (CAM)
Experience with Estimate at Complete (EAC)/Estimate to Complete (ETC)/Integrated Management Operating Model (IMOM) tools
Understanding of DoD Federal Acquisition Regulations (DFAR)/ Federal Acquisition Regulation (FAR) regulations
Planning, integration and proposal support management experience
Ability to provide direction to resolve priorities to achieve goal
Ability to make decisions that improve the organizations credibility
Ability to prepare and analyze data
Ability to comprehend and analyze sophisticated problems and develop solutions
