Northrop Grumman Aeronautics Systems has an opening for a Program Control Manager 2 to join our team of qualified, diverse individuals. This position will be located in Melbourne FL.

Essential Functions:

Northrop Grumman Aeronautics System (NGAS) Strike Division is seeking a Manager (Level 2) to lead our Earned Value Management System (EVMS) team in Melbourne, FL. The selected candidate will lead a team of experienced analysts and serve as the primary interface between technical, cost, schedule, and program management leads to ensure optimal and compliant integrated program management.

Primary responsibilities:

  • Integrate and synchronize a multi-disciplined staff of business and technical leads in support of EVMS compliant program

planning, execution, and performance measurement and reporting.

  • Provide analysis and recommendations to business and program leadership in support of monthly Sector cost/schedule


  • Lead independent estimate at complete (EAC), baseline, and joint surveillance reviews for NGAS and subcontractor


  • Supervise compliance to internal business system procedures and processes in support of program requirements and

government EVMS implementation guidelines.

  • Lead the site's internal corrective action program in support of program management efficiency and EVMS compliance.

  • Lead cost, schedule, and technical risk assessment events to identify and mitigate program risk.

  • Lead and coordinate formal internal and Defense Contract Management Agency (DCMA) surveillance events. Develop

and implement EVMS process improvements through collaboration with technical, cost, schedule, and program

management leadership.

  • Lead the creation and delivery of EVMS training for program and functional staff

Basic Qualifications:

  • Bachelor's Degree from an accredited university and 7+ years of any of the combined experience in Project

Management, Program Control, Cost Management, Scheduling or Business Management OR a Master's Degree from an accredited university and 5+ years of any of the combined experience in Project.

Management,Program Control, Cost Managment,Scheduling or Business Managment

  • 1+ years of management / supervisory experience with direct reports

  • 5+ years of experience with Earned Value Management Systems (EVMS) implementation and or surveillance

  • Active DoD Secret or Top Secret Clearance with favorable investigation complete within the last 5 years.

Preferred Qualifications:

  • Active Lean, Agile, and or Project Management certifications

  • DCMA surveillance event experience within the last 5 years

  • Project / Program Control software tool implementation and maintenance experience; Cobra is preferred

  • Special Program Access
