Northrop Grumman Aerospace System (NGAS) is seeking a Resource Business Manager 3 for Research, Technology & Engineering (RT&E) to support the Military Aircraft Design Center of Excellences (CoEs).
The Business Manager will manage and provide direction to business staff and provide day to day direction and oversight. Responsible to set and modify goals as required, coach performance & provide training where needed, and assess performance. Interfaces with the MAD CoE VP, CoE Directors, Department Managers, Section Managers, and employees.
Business Manager is responsible to ensure financial performance of the CoE for indirect, direct allocations, NCTA & capital budgets. Work with technical management in developing and executing annual plans and prioritizations of commitments & expenditures. Responsible to work with the management teams to develop and maintain accurate forecast of staffing requirements to enable the CoE to provide resources to Programs to assure execution of our contracts.
Scope and responsibilities will include:
Responsible for overall MAD CoE resource management for a large organization
Responsible for a staff that manages indirect, NCTA & capital budgets, as well as direct allocations
Implement innovative cost/process/affordability improvements to ensure CoE execution.
Set & modify business staff goals as required, coach performance & provide training where needed, and assess performance
Help resolve compliance issues
Represent the MAD CoE when briefing Allocation Charging Practice Board
Interface with all levels of RT&E Management.
Lead MAD CoE monthly resource reviews with the CoE leadership team
Help coordinate accurate forecast of staffing requirements to enable the CoE to execute on Programs
Ongoing responsibilities will include:
Lead development of CoE financial metrics
Support CoE Business Initiatives
Coordinate, manage, and lead monthly financial reviews
Support special projects on an as-needed basis

BA or BS Degree in Business Administration, Accounting, Finance, Economics
A minimum of 7 years of Finance experience, to include:OH rates, Indirect Budget Mgmt, and NCTA Budget Mgmt
Working knowledge of Sector Policies and Procedures
Understanding of how to adjudicate compliance issues
MS Office (Excel, Access, PowerPoint, Word
Anactive Secret preferred
Demonstrated strong leadership & Communication skills
Resource management experience
Overhead pool management
Experience with managing or leading a business staff of 4-7 people
Demonstrated understanding of indirect, NCTA, and capital budgeting process
Good Understanding of Program staffing and Burdenable Labor (direct) base management
Demonstrated Facilitation / Team Leader skills
Demonstrated change management skills
