Northrop Grumman's Defense Systems sector is seeking a Talent Development Manager 3 to join our growing Organization Effectiveness (OE) team.
This position reports to the Director, Talent Management and Development in Defense Systems and may be located in Linthicum, Maryland , Baltimore, Maryland , or in McLean, Virginia , and some telecommuting will be considered. If located in Linthicum or Baltimore, the selected candidate will be required to travel to the McLean office an average of 2 days per week, pending guidance related to COVID-19.
Responsibilities will include, but are not limited to:
Partners with engineering, technology, and HR leaders across the sector to assess critical technical needs
Defines, develops, and delivers leadership and technical development strategies and programs to meet current and future talent needs, and ensures practices result in a high performing workforce and achieve business and human capital priorities
Partners with division and functional stakeholders to understand current and future development needs
Identifies gaps in development offerings and implements mitigation plans
Manages complex and competing organizational priorities
Leads organization initiatives within cost and schedule and meeting/exceeding client expectations.
Establishes and executes a DS early career development strategy
Leverages programs at the enterprise level and in other sectors to build development approaches for DS
Builds collaborative partnerships as the basis for being able to influence direction and drives change
Helps employees connect their efforts to the bigger picture, creates an inclusive work environment characterized by mutual respect and the valuing of differences, and builds a culture that balances caring, empowerment and accountability, and motivates employees to their highest levels of performance.
Evaluates offering effectiveness by demonstrating clear business outcomes to ensure offerings provide measurable value to the organization; this includes defining success criteria up front and identifying/collecting critical metrics and associated leading measures
Basic Qualifications :
Must have one of the following:
Bachelor's degree with a minimum of 12 years of relevant instructional design, organizational development, and/or engineering experience
Master's degree with a minimum of 10 years of relevant instructional design, organizational development, and/or engineering experience
Track record of demonstrating creativity and thought leadership
Ability to navigate ambiguous situations and proactively adapt to shifting priorities
Outstanding organizational, project management, and interpersonal skills, including relationship building and collaboration with multiple stakeholders
Strong communication skills
Possess exceptional consultative skills that combine thought leadership, influential communication, and strategic problem solving to design and drive talent development results
Must be able to work on-site in one of the following locations:
Linthicum, Maryland (with the ability to work on-site in McLean at least 2 days per week)
Baltimore, Maryland (with the ability to work on-site in McLean at least 2 days per week)
Must be able to travel as needed (up to 10% of the time)
Preferred Qualifications :
Degree in psychology, human or organizational behavior, industrial / organizational psychology
Experience with project management methodologies
Experience with learning & development methodologies / instructional design.
Experience briefing senior leaders
Strong business acumen, including value proposition development, metrics/measurement, and tradeoff analysis
Demonstrated success translating HR, OE and OD concepts and tools to business solutions and outcomes for sustainable business differentiation in the marketplace
Comfort with challenging the status quo
