Northrop Grumman Technology Services sector is seeking a Systems Engineer 3 or 4to join our team of qualified, diverse individuals. This position will be located in McLean, VA. The qualified applicant will become part of Northrop Grumman's Department of State (DOS) Consular Systems Modernization (CSM) Program, for the Bureau of Consular Affairs (CA). This initiative is intended to modernize and consolidate the operational environment under a common technology framework in order to better support the services provided to CA's customers.
The Systems Engineer is responsible for coordination and collaboration with diverse engineering design teams to provide imaginative, technical solutions. The position requires systems thinking and working knowledge of the full development life-cycle processes that acknowledge technical, schedule, and cost constraints.
Roles and Responsibilities:
Conduct requirements analysis and develops software requirements and specifications
Reflect requirements as user stories to support Agile development
Create and maintain the product backlog to support Agile scrum teams
Works with the Agile teams and Solution Architecture Team to determine the best approach ensure the overall software architecture supports the project Concept of Operations
Create system models using model-based engineering approaches and SysML based tools and architecture artifacts to depict as-is and future views of the system
Work with architecture team to ensure the logical and systematic conversion of customer or product requirements into total systems solutions that acknowledge technical, schedule, and cost constraints
Baseline and potentially redesign CSM systems to meet modernization, integration and operation & maintenance requirements
Conduct technical evaluations of COTS and integration solutions in identified cloud-based platforms including hands-on prototyping of use cases and programming workflow processes
Support Agile teams to ensure effective end-to-end capability threads are being implemented
This position may be filled at a Level 3 or 4. Requirements are the same.
To be considered for this position, you must minimally meet the knowledge, skills, and abilities listed below:
Bachelor's degree inSTEM and at least 10 years' experience.
At least 3 years of experience in software development and maintenance projects with involvement in requirements management, technical design/development and deployment steps within SDLC
Background in Agile Software Development, specifically experience in developing detailed user stories to include precise and descriptive acceptance criteria
Experience with employment of CONOPS for the development of system architectures and requirements that are optimized to meet the customer's operational needs at lowest cost
Excellent communication skills, both verbally and in writing
Must have a current, active Secret (or higher) clearance. Interim may be considered.
Candidates with these desired skills will be given preferential consideration:
Experience using engineering environments and tools that support agile development, and especially SAFe, such as JIRA, Rally, VersionOne, Confluence
Experience capturing user requirements and writing user statements
Experience creating software development backlogs and release plans
Experience in cloud based environments including deploying solutions on public/hybrid clouds
Experience with IBM Rational Collaborative Lifecycle Management
