Northrop Grumman Technology Services is seeking a highly motivated Supply ChainSubcontract Specialist to act as an advisor and subject matter expert for subcontracting actions on a wide range of fairly complex contractual and business issues, to include management of all subcontract types. This position will be located in McLean, VA with occasional travel as required to meet Business Unit needs.
Join a diverse workforce engaged in supporting large and challenging national health programs. The selected candidate will possess a solid understanding of government and commercial contracting regulations and be prepared to perform with moderate supervision as part of a subcontracts team on large domestic and international proposal efforts that may require developing solutions to fairly complex problems.
Performs a full range of the subcontract acquisition process activities, including:
Making strategic sourcing decisions
Teaming agreement generation and execution
Preparing requests for proposals consistent with customer solicitations
Federal statutes & regulations and enterprise policies & procedures
Evaluating proposal submissions
Identifying risk and mitigation strategies
Developing negotiation plans and negotiating
Preparing subcontract files in compliance with Northrop Grumman values, policies, procedures, and practices
Collaborates with program management and other multi-functional teams
Multi-tasks, makes decisions in a timely manner, displays strong interpersonal skills
Working knowledge of Federal Acquisition Regulations (FAR) and associated federal contracting regulations
Bachelor's degree in a general area of study and 3 years of progressivebusiness experience or a Master's degree and 1 year of business experience or an Associate's degreewith a minimum of5 years of progressivebusiness experience
Proficient with using Microsoft Excel or Word
Proactive, self-directed and can take instruction and act
Be able to travel as needed (up to 10%)
U.S. Government FAR Based procurement / subcontracting experience
Experience with international subcontracting and SAP Procurement & Accounting System
Understanding of procurement policies, procedures, and regulations
The ability to work well in team environments
Ability to work with minimal supervision and apply sound judgment to problem solving
Demonstrated success in developing tactical plans and carrying through to successful agreements
Experience operating within a Higher Level Quality Management System (ISO 9001, AS9120, Six Sigma)
