Northrop Grumman is seeking a Strategic Transformation Planning Lead 2 to support the Revolutionary IT Services program at the US Army Corps of Engineers (USACE) in the following location: McLean, VA.
The Transformation Planning Lead:
Leads and manages the operational aspects of ongoing Strategic Transformation Planning projects and serves as liaison between Transformation Working Group stakeholders and all Strategic Planning Services elements.
Participates in one or more Agile project teams assessing and evaluating innovative ideas and transformational initiatives that span across functional organizations for Divisions / Districts.
Primary point of contact keeping lines of communication open and actively engaged in customer collaboration and feedback on Strategic Planning performance to close gaps.
Discusses and tables ideas for innovations and service delivery changes to get feedback and to support Organizational Change Management (OCM) initiatives throughout the geographically dispersed sites.
Supports identification, creation, and management of TDLs and TDPs, helps customer understand the value of the changes. Drives Transition of TDPs to Development and solutions to Operations.
In addition, you may:
Prepare, communicate and deliver transformation project execution plans and identify appropriate technical and business resources needed for the team.
Ensure projects are completed on schedule, within budget and meets technical requirements of the TDL. Provide customer insights, leadership and guidance to cross-functional matrix teams.
Maintain Strategic Planning alignment to the RITS technology (IT) strategies, ensuring that transformative initiatives are consistent and supportive of those strategies delivering value to customers and are an effective use of budget.
Assess project issues and develops resolutions to meet productivity, quality, and client-satisfaction goals and objectives.
Develop mechanisms for monitoring project progress and for intervention and problem solving with stakeholders.
Identify opportunities to improve services and systems integration by reducing redundancy and cost, while at the same time increasing productivity of the digital engineer.
Continually evaluate processes and procedures to determine opportunities for consolidations, efficiencies, shared solutions across the enterprise. Apply continuous improvement methodologies, such as Agile, Lean, Six Sigma, to drive operational efficiency into services.

STEM related Bachelors degree and a minimum 8 years -OR- Masters and a minimum of 6 years demonstrated experience leading delivery of IT and/or IT Services to enterprise customers.
Independently lead projects with strong delivery skills and customer interaction.
Demonstrated understanding of business strategy, digital transformation, and security/cybersecurity and the impact it has on Defense and third-party technology vendors focused on emerging digital and security trends..
Demonstrated strong judgment, decision-making skills, and business acumen.
Ability to manage communications with stakeholders through organized processes to ensure that program information is defined, collected, shared, understood, stored and retrieved in a manner that effectively meets program and stakeholder needs
Strong knowledge of the Enterprise services portfolio, and experience working with and communicating effectively with executive and Command leadership.
ITIL v3 Intermediate certification or equivalent ITIL v4 required.
Active Secret security clearance and US Citizenship required.
5 years demonstrated experience delivering strategic planning, innovation, transformation, and/or organizational change management consulting in an Enterprise role, as a multi-tenant managed services provider, or as a consultant in an Enterprise support role.
Demonstrated experience leading Service Strategy, Service Design, and / or Service Transition activities in an Enterprise role, as a multi-tenant managed services provider, or as a consultant in an Enterprise support role.
Demonstrated experience leading service improvement activities in an enterprise, service provider, or consulting role leveraging ITIL Continuous Service Improvement, Agile, Lean, and/or Six Sigma processes.
Demonstrated experience leading Financial Management for IT Services execution and reporting in an enterprise, service provider, or consulting role.
Current Agile, Lean, Six Sigma, and/or PMP certification.
