NGDS is seeking an experienced Technical Engineer in McLean, VA to support PTW analysis for our Sector Business Development and CA/PTW teams.You will support new business pursuits, along with supporting strategic development and planning activities for internal customers as part of the Sector Business Development team.
Support corporate and sector pursuits in facilitating strategy sessions to develop competitor engineering solutions and corporate winning strategies that influence and impact effective cost efficient solutions for opportunities. Perform business case analysis on Sector/Division pursuits to help improve ability to analyze bid/no bid decisions.
You will be engaged in early pursuit decisions to develop initial cost/PTW models to analyze cost drivers, develop affordability targets, and cost improvement plans while working CA/PTW competitor assessment modeling. Other responsibilities will include collection of historical actual cost data from similar programs for comparative benchmarking. Researches and analyzes historical data, develops cost/parametric (SEER) models to support should-cost assumptions. Participates in should-cost and pricing reviews with management and customer representatives.
Collaborates with intersecting functional areas such as Contracts, Program Management (PM), Supply Chain Management (SCM), and Engineering to troubleshoot issues in support of proposal requirements and deadlines.
•Work as a part of an integrated team, interfacing with sector leadership, division leadership, and function leads.
•Analyze and make effective use of cost, schedule, technical, and programmatic data.
•Build and validate accurate and complete cost models, parametric models, estimates, and risk analyses.
•Support definition and documentation of technical baseline.
•Assist in the drafting and editing of management and executive level briefings, papers, reports.
•Conduct cost and technical research to improve analytic artifacts.
• Requires a Bachelor's Degree with a significant quantitative analytic focus with in-depth knowledge and skills in an engineering/business disciplines.
• Requires 14+ years of work experience, 9 years of which must be relevant in Position to win, cost estimating, business/finance/economics, modeling, operation research, and/or system engineering.
• Demonstrated previous Program management and Profit & Loss experience
• Demonstrated experience developing life cycle cost estimates.
• Demonstrated experience in data collection modeling and analysis.
• Must be a US Citizen with a minimum of a Secret clearance
•Demonstrated ability to conduct interviews, research, and data analysis to translate technical programmatic information into a cohesive written baseline description document and engineering cost models.
•Demonstrated experience costing large System solutions.
•Demonstrated experience in systems/software/hardware engineering for complex systems
•Working knowledge of commercial cost tools, risk tools, statistics/data analysis tools, and EVM analysis tools.
•Working knowledge with Systems/Software/Hardware Engineering, Acquisition, Budgeting, and Earned Value processes.
•Working knowledge of agile estimating techniques and software sizing methods (i.e., SEER-IT/SEM/HW parametric models).
•Demonstrated ability to develop artifacts of the caliber to be consumed by senior audiences.
•Working knowledge and / or experience in new software analytical techniques, schedule realism, cost risk analysis, business case development and return on investment analysis
•Excellent oral and written communication skills; demonstrated ability to develop written artifacts of the caliber to be consumed by working level audiences.
•Strong interpersonal skills; ability to work independently, and as a team member; ability to establish a network of contacts; ability to mentor and guide activities of other team members.
•Demonstrated proficiency in MS Office products
•US Citizen able to obtain a TS/SCI clearance.
