Northrop Grumman Defense Systems Sector is seeking a Regulatory Compliance Manager 2 to lead a team of diverse professionals on-site in McLean, Virginia . Partial telework will be accommodated. The selected candidate will, through both oversight and participation, lead multiple Government Compliance activities.
Roles and Responsibilities include, but are not limited to, the following:
Engage as primary DCAA & DCMA liaison
Lead and participate in planning and preparation for DCAA Business System audits
Lead and participate in DCAA audits such as Business Systems, MAAR 6 and 13
Develop an Annual Business System Surveillance Plan
Oversee and facilitate the execution of the Business System Surveillance Plan, and work with business system owners to ensure required improvements are completed
Review Cost Accounting Practices to ensure compliance
Provide FAR & CAS advice
Monitor changes to FAR, DFAR, CAS and other pertinent regulations, providing research and recommendations as necessary
Team development and growth
Special projects as necessary
Qualifications:
Basic Qualifications:
Must have one of the following:
Bachelor's degree in Business Administration, Accounting, Finance, or a related discipline with a minimum of 7 years of Auditing, Finance, Accounting, Compliance, Pricing/Cost Estimating, Contracts, Program Control, or other related Business Management experience
Master's degree in Business Administration, Accounting, Finance, or a related discipline with a minimum of 5 years of Auditing, Finance, Accounting, Compliance, Pricing/Cost Estimating, Contracts, Program Control, or other related Business Management experience
Working knowledge of compliance with DFARS Business Systems
Strong knowledge of Cost Accounting Standards (CAS) and Federal Acquisition Regulation (FAR)
Experience working with DCAA auditors and advanced understanding of the Defense Contract Audit Manual
Must have or be able to obtain and maintain an active U.S. Department of Defense (DoD) Secret security clearance
Must be able to travel as needed (up to 10% of the time)
Must be able to work on-site in McLean, Virginia
Preferred Qualifications:
Proficiency with SAP
MBA or a Master's degree in a business related field
Aerospace/Defense industry experience
Strong project management skills with the ability to execute initiatives with urgency, accuracy, and efficiency
Self-motivated with a strong desire to innovate
Experience advocating for company positions on interpretations of regulations
Experience developing and motivating staff in a team environment
Strong communication skills to successfully work across line and functional businesses at various levels and disciplines
Proficient in Microsoft Office suite, with added emphasis on Excel and PowerPoint
Proven ability to learn quickly and work in a fast paced team environment
Creative thinker with a desire and ability to see opportunities for continuous improvement
