Northrop Grumman's Defense Systems sector is looking for a Project Manager to support the Civil and Health organization/business unit within the Information Solutions & Services Division (ISS). The Project Manager will support a program for the Department of Veterans Affairs (VA) focused on the identification and elimination of fraud, waste, and abuse. The Project Manager will plan and perform day to day management of the project, including activity and resource planning, project organization, cost / budget management, schedule management, risk management, and progress reporting, with responsibilities including (but not limited to) the following:

Roles and Responsibilities:

  • Manages daily activities of team, schedule, cost, and contract execution

  • Leads team in the design and implementation of the Fraud Prevention System (FPS)

  • Delivers presentations to customers, executive management and other program stakeholders

  • Identifies, tracks, communicates, and delivers completion of program requirements, program baselines and subordinate baselines

  • Ensures adherence to all internal processes, policies, and applicable industry standards

  • Measures, reports, and initiates improvements on program performance

  • Assists Program Manager in development, management, and communication of adherence to the master plans and schedules

  • Supports Program Manager in risk & opportunity management practices including identification, mitigation and realization

  • Assists Program manager to develop and manage program budget, utilizing Earned Value Management (EVM) or similar cost & schedule control methodologies and tools

Basic Qualifications:

  • Bachelor's degree in business, finance, or program management-related discipline and 10 years of relevant project/program management experience -OR- Master's degree in business, finance, or project/program management-related discipline and 6 years of relevant program management experience

  • Experience in consulting with the Department of Veterans Affairs (VA)

  • A minimum of 5 years of project management for development programs in excess of $10 million with demonstrated experience reporting program status, staffing, financial reports and operational risks and opportunities. Experience in support of fixed priced contracts is required.

  • Expert Communication Skills : The ability to manage communications with stakeholders through organized processes to ensure that program information is defined, collected, shared, understood, stored and retrieved in a manner that effectively meets program and stakeholder needs.

  • Experience with Issue & Problem Resolution : The ability to identify and address program impacts through a systematic, proactive, approach to issue and problem resolution that identifies, communicates, monitors, and promptly resolves conflicts across all levels of the program.

  • Must be able to pass required VA background investigation

Preferred Qualifications:

  • Experience in consulting with the Veterans Benefits Administration (VBA)

  • Certification in Project Management Institute (PMI)'s Project Management Professional (PMP)

  • Experience implementing DevSecOps for a large program using Agile, preferably SAFe, development methodology

  • Experience in consulting to the Department of Veterans Affairs (VA) and/or the healthcare industry

  • Holds VA Public Trust clearance

  • Experience Identifying Program Growth : The ability to recognize and respond to customer needs in order to develop additional sales that support organizational objectives.

  • Ability to Improve Customer intimacy: Consistently makes time to seek and incorporate input from customers and understand their expectations. Demonstrates commitment and energy to meet customer needs. Builds strong relationships with strategic partners and key suppliers. Guides program team and support functions on how to take action to satisfy customer expectations.
