Northrop Grumman Technology Services sector is seeking a Manager (Level 3) to join our team of qualified, diverse individuals. This position will be located in McLean, VA. The qualified applicant will become part of Northrop Grumman's Department of State (DOS) Consular Systems Modernization (CSM) Program, for the Bureau of Consular Affairs (CA). This initiative is intended to modernize and consolidate the operational environment under a common technology framework in order to better support the services provided to CA's customers.
Roles and Responsibilities:
Directs all phases of programs from inception through completion.
Responsible for the cost, schedule and technical performance of company programs or subsystems of major programs.
Coordinates the preparation of proposals, business plans, proposal work statements and specifications, operating budgets and financial terms/conditions of contract.
Acts as primary customer contact for assigned program activities, leading program review sessions with customer to discuss cost, schedule, and technical performance.
Establishes design concepts, criteria and engineering efforts for product research, development, integration and test.
Develops new business or expands the product line with the customer.
Provides input to program deliverables, lessons learned, and process improvements
Evaluates team metrics to identify trends for issues or improvements.
Manages assigned Northrop Grumman employees and subcontractor team members to ensure successful delivery of high quality work products.
Establishes milestones and monitors adherence to master plans and schedules, identifies program problems and obtains solutions.
To be considered for this position, you must minimally meet the knowledge, skills, and abilities listed below:
Bachelor's degree in a business or technical field
15 years of experience with software development projects/programs
Experience with agile or Scaled Agile Framework (SAFe)
Past experience in modernizing legacy systems
Experience in managing multiple teams of 5+ resources
Experience in financial management
Must hold a current active Secret (or higher clearance). Interim clearance acceptable.
Candidates with these desired skills will be given preferential consideration:
Experience with Earned Value Management (EVM)
SAFe or Agile certifications
Project Management Professional (PMP)
Track record of expanding business within a customer
