Northrop Grumman Functional Engineer Lead - Engineer Systems 3 in McLean, Virginia

Northrop Grumman Mission Systems sector is seeking a Functional Engineering Lead to join the Continuous Diagnostics and Mitigation (CDM) Team. The CDM program is a DHS-managed approach to fortifying the cybersecurity of government networks and systems. CDM provides federal departments and agencies with capabilities and tools that identify cybersecurity risks on an ongoing basis, prioritize these risks based upon potential impacts, and enable cybersecurity personnel to mitigate the most significant problems first.

This individual will be part of a systems engineering team charged with architecting a core, integrated cyber solution, accounting for tailor-able system components through a modular design enabling customer flexibility. This role serves as a Product Owner, who prescribes/teaches the system intent, design, and technical details to multiple scrum teams.

The Functional Engineering Lead will lead one to many scrum teams as a product owner while supporting development of the overall solution architecture and integration. This role includes the following:

  • Integrates analysis of cyber security features into existing systems accounting for future needs and trends.

  • Performs functional analysis, timeline analysis, detail trade studies, requirements allocation and interface and data flow definition studies to translate customer requirements into hardware and software specifications.

  • Ensures the logical and systematic conversion of customer or product requirements into total systems solutions that acknowledge technical, schedule, and cost constraints.

  • Performs technical planning, system integration, verification and validation, cost and risk, and supportability and effectiveness analyses for total systems.

  • Provides engineering, integration, implementation, and testing strategies/solutions of core system functionality and Agency specific configurations.

  • Tiered product backlog management in an Agile Life Cycle Management tool (Jira), especially prioritization alignment with program goals acceptance criteria development.

  • Drive execution teams to success through Sprint planning leadership, solution/ requirements/ design coaching, and work acceptance.

Basic Qualifications:

  • BS degree in Computer Science, Engineering, or related field with5 years of experience or3 years experience a relevant Master's Degree

  • At least 3 years of hands on experience implementing technical integration or software development solutions. The successful candidate will be able to demonstrate:

  • Experienced in interface design and development

  • Experienced in implementing a modular/ open architecture and understanding impacts of decisions on performance, scalability, maintainability, and schedule considerations

  • Intermediate proficiency in one or more complied software or scripting languages (Python preferred)

  • Novice level experience (1 year hands on experience) with a SIEM tool (Splunk or Elasticsearch preferred)

  • At least 3 years of experience in a technical leadership role; demonstrated ability to lead an agile, matrixed team of cyber systems engineers to accomplish technical objectives

  • At least 2 years of experience implementing technical solutions in a customer environment

  • Demonstrated excellent written and oral communication skills

  • Ability to obtain and maintain a DHS suitability EOD (US Citizenship required).

Must be able to travel up to 75% to client site(s)

Preferred Qualifications:

  • At least 2 years of combined hands on experience implementing or integrating cyber tools/sensors, esp: Tenable Nessus/PVS, Forescout CounterACT, Nexpose Rapid7, IBM BigFix, McAFee ePO/PA/AC, FireMon, ServiceNow, RSA Archer, Cisco or Palo Alto solutions, NMAP, Sailpoint

  • At least 2 years of experience performing in a technical role, on a large-scale agile program (i.e. more than 5 Scrum teams working towards a common program objective)

  • At least 1 year in an agile leadership role (either Product Owner, Scrum Master, or Coach).

  • At least 1 year experience with UML or SysML

  • Hands on experience related to the integration or development of cyber security tools and sensors

  • Experience deploying cyber solutions at Federal Civilian Agencies

  • Hands on experience documenting solutions in a Model Based Systems Engineering tool

  • Experience with NIST Risk Management Framework and the DHS SELC

  • Experience with JIRA, Confluence, GitHub, Jenkins

  • CISSP Certification

  • Scaled Agile Framework (SAFe) Certification
