Northrop Grumman Engineering Manager 2 - Public Safety programs in McLean, Virginia

Northrop Grumman Mission Systems is seeking a dynamic, high energy experienced Engineering Manager 2 for theOperational C4I Department to supportits First Responder Solutions (FRS) business area. The position will be located in McLean, VA and our customer base is distributed across major metropolitan areas in the USA and Internationally.

Our Engineering Manager is a leader in developing mission critical computer aided dispatch (CAD) and associated integrated systems. The FRS team designs, develops, integrates, and services mission critical 9-1-1 solutions world-wide for both large and small city and government emergency response markets.

The EngineeringManager position is within the Northrop Grumman Engineering, Sciences and Technology (ES&T) Product Development and Technical Execution Division (Engineering Business Facing) organization administratively and for professional development. Operationally, the Engineering Manager will report to the FRS Program Manager on a day to day basis. The successful candidate will work closely with ES&T functional managers to develop engineering talent, tools, and processes, while also directing the technical effort of FRS managers and direct contributors supporting development, systems engineering, integration, test, quality, and sustainment. The individual will work at different thought leadership levels within industry and must be willing to travel frequently in support of off-site activities.

Roles & Responsibilities may include:

  • Working manager of 5-10 engineering managers of various disciplines.

*Responsible for the technical performance of the FRS in executing against the commercial product roadmap along with contractual commitments.

  • Work closely with and collaborate with the Business Development Managers, Program/Project Managers, and other technical personnel on quotes, proposals, and responses to customer technical inquiries. Include technical analysis of RFP's and SOW's as well as identifying risks and appropriate risk mitigation strategies

  • Occasionally will be the primary customer technical interface while encouraging and coordinating additional relationships between the customers and Engineering Team.

  • Will be required to effectively communicate technical progress to customers, senior leadership, and companywide audiences.

  • Attend meetings, seminars, symposiums and shows as a technical representative of the Operational C4I Department.

  • In collaboration with domain specific leadership teams and management, assesses strategic business opportunities, participates in strategic planning, and leads/participates in internal research and development planning and execution.

  • Assist in developing strategic product plans and roadmaps, identifying required new capabilities, and providing feedback on products, industry trends and customer needs.

  • Work closely with Operating and Business Unit leadership and support compliance functions to ensure full compliance with Division, Corporate, and government policies.

Basic Qualifications:

B.S. degree in STEM domain and a minimum of 15 years' experience in software based product markets or M.S. degree and 10 years' experience

Possess leadership skills to develop, organize and execute engineering activities, including building teams, and assessing technical execution

Have experience recruiting and mentoring engineering talent.

Strong Experience leading Agile programs including Agile DevOps

U.S. Citizenship required.

Preferred Qualifications:

Significant experience with design, build, deployment and aftermarket service of standard commercial software products.

Knowledge and experience in the Public Safety market.

Strong experience in producing software architecture documentation

SW development background including experience with C, C#, Java, HTML5, or Python

Experience managing complex projects using Microsoft Team Foundation Server
