Northrop Grumman Defense Systems Sector (NGDS) is seeking a highly qualified Alcohol, Tobacco, Firearms, and Explosives (ATF) Compliance Manager 2 to join the NGDS International Trade Compliance (ITC) and ATF team for oversight of the Defense Systems ATF Compliance Program. This position reports to the Senior Manager of International Trade Compliance and ATF and will be located in either McLean, Virginia or Mesa, Arizona .
Responsibilities include providing comprehensive ATF guidance, expertise, and analysis for a variety of domestic and international programs.
Responsibilities:
Ensures compliance with local, state, and federal firearms and explosives regulations, license and permit preparation, and processing.
Develops and implements licensing strategies, training, and guidance based upon knowledge of the Federal, State, and Local firearms and explosives compliance laws
Maintains and enhances the sector's ATF compliance program by planning, implementing, and evaluating compliance policies, programs, and practices
Serves as a company ATF Responsible Person on ATF Federal Firearms and Explosives License
Maintains awareness of changing federal, state, and local laws and regulations, and provides analysis regarding applicability and impact to company products and technologies, as well as existing company export/import policies and procedures
Serves as a subject matter expert (SME) to support training and education on ATF-related matters
As an integral member of ITC/ATF team, may perform other duties on a collateral basis as assigned by the Senior Manager of ITC and ATF, to include leading various Northrop Grumman process improvement projects
Supports the Law department in investigating and resolving compliance matters and questions
Maintains applicable records in accordance with regulatory requirements
Provides leadership and direction to ATF analyst(s) in the execution of their daily duties
Qualifications:
Basic Qualifications:
Must have one of the following:
High school diploma or GED with a minimum of 12 years of ATF Compliance, law enforcement, or related experience
Bachelor's degree and a minimum 8 years of ATF Compliance, law enforcement, or related experience
Master's degree and a minimum 8 years of ATF Compliance, law enforcement, or related experience
Must have or be able to obtain and maintain a U.S. Department of Defense (DoD) Secret security clearance
Must be able to qualify as a Responsible Person under ATF requirements
Must be able to travel as needed (up to 25% of the time)
Must be able to work on-site in either McLean, Virginia or Mesa, Arizona
Preferred Qualifications:
Demonstrated ability to resolve complex issues
Strong working knowledge of the Gun Control Act, Organized Crime Control Act, Safe Explosives Act, and ATF regulations and requirements
Participation in U.S. Government federal advisory and industry working groups
Advanced degree in business, international affairs, law, or technology
Experience in effectively applying U.S. Government regulatory requirements in complex scenarios, analyzing and solving complex problems
Ability to be an independent thought leader and work effectively as part of a highly integrated team
Effective communication and interpersonal skills
