Northrop Grumman Sr. Principal Digital Principal Investigator in Linthicum, Maryland
Northrop Grumman Mission Systems (NGMS) is seeking a Principal Investigator for the development of digital subsystems and products. NGMS is a leading global supplier of secure software-defined mission systems. The Digital Technology and Secure Processing department develops subsystems and products that range in size from advanced node ASICs to multi-chassis processing and control products. Our teams produce technical solutions that deliver advanced operational capabilities on schedule and under budget. This position is for a Principal Investigator, who is responsible for the scientific and technical direction of research and development projects involving advanced digital subsystems used in radar, electronic warfare, and other sensor and processing applications. The ideal candidate has a track record of outstanding individual technical performance and demonstrated ability to coordinate multi-discipline internal and external partners.
Principal Investigator responsibilities are broad and rewarding. You are the direct interface to both the internal and external customers in this position. You enable your team to achieve predictable and balanced results, while satisfying the needs of internal and external partners. For your internal customer, you are responsible for ensuring technology, quality, delivery, and cost goals meet the program requirements. For your external customer, you are responsible for exceeding their execution expectations and meeting technical, quality, and delivery requirements for the program.
The Principal Investigator is also responsible for capturing new and follow-on business through development of business relationships and achieving program expectations. You will be required to establish and manage relationships with new suppliers and subcontractors. You will also be responsible for developing cost estimates and operating budgets that meet the financial expectations of both the company and the customer. You will work with little direction and will be required to establish and monitor milestones that meet the overall project schedule. You will engage and influence subject matter experts across NGMS to ensure that compliant, winning proposals are submitted for competitive pursuits.
Principal Investigators impact all phases of execution, from inception (proposal development) through completion (contract closeout). Primary responsibilities will include but are not limited to:
Assure compliance to and adherence with program specific contracts
Develop and manage supplier and subcontractor relationships in accordance with contractual requirements and the win strategy
Develop customer relationships and cultivate customer intimacy to develop further opportunities within the customer community
Leading and directing a cross-functional Integrated Program Team (IPT) to meet program cost, schedule, and technical objectives
Development and delivery of presentations to customers, executive management and other program stakeholders
Develop new business opportunities through long term strategic planning, capture planning, and proposal development
Creation, review, and finalization of the program Statement of Work
Development and adherence to Integrated Master Schedules (IMS)
Thorough risk and opportunity management to include identification, mitigation and realization
Coordination of Contract Change Board (CCB) activities internally and with the customer, to include Engineering Change Proposals (ECP)
This role can be worked out of Linthicum, MD or Morrisville, NC
Bachelor's Degree in Engineering or STEM-related discipline with 9 years of experience, or Master's Degree and 7 years of experience, or 4 Years with PhD
5 or more years of related experienced to include managing programs, organizations, technical teams, and/or a business function. Digital subsystem, ASIC, FPGA and/or digital board development experience and knowledge essential
Candidate must have good communication skills, strong interpersonal skills, and good oral and written presentation skills
Ability to understand complex Government problems and requirements and develop a strategy that meets the requirements of multiple stakeholders
Ability to identify, orchestrate, coordinate, and control the management activities and processes that integrate program interdependencies throughout their life cycle to achieve successful program completion
Ability to identify and address program issues through a systematic, proactive approach to issue and problem resolution that identifies, communicates, monitors, and promptly resolves conflicts across all levels of the program
Ability to manage communications with stakeholders through organized processes to ensure that program information is defined, collected, shared, understood, stored, and retrieved in a manner that effectively meets program and stakeholder needs
Ability to define, document, analyze, trace, prioritize, and confirm requirements throughout the entire program life cycle
Ability to apply knowledge, insights, and understanding of business and financial concepts, tools, and processes to the benefit of program decisions, actions, and performance
Ability to initiate, develop, integrate, execute, direct, and control program plans and cost and schedule baselines that meet both program contractual requirements and stakeholder expectations
Ability to recognize and respond to customer needs in order to develop additional sales that support organizational objectives
Ability to plan for, identify, estimate, cost, acquire, schedule, and retire resources needed to satisfy program requirements within organizational constraints
Ability to address program uncertainty through an organized and analytical forward looking approach that identifies risks and opportunities, determines appropriate handling plans, and manages, controls, and communicates risks and opportunities throughout the lifecycle of the program
Ability to effectively plan, define, establish, communicate, monitor, and control scope to ensure that all of the work required and only the work required is performed
Ability to identify, select, direct, and manage subcontract and supply chain elements of the program in a manner that supports program goals and company strategy
Ability to establish and apply a technical performance baseline to monitor and compare key program technical performance measures, assess program and product status, and take appropriate action to maintain conformance with the baseline
Experience with digital design and digital requirements development with advanced node ASIC technologies
Ability to integrate systems containing digital hardware, software and firmware
Active and current Top Secret government clearance
Active in professional societies and established journal publications
Previous experience with proposals for customers such as DARPA, AFRL, and ONR
